AP2001, ACCEPTING A GRANT IN THE AMOUNT OF $25,000 FROM THE STATE OF COLORADO AERONAUTICAL BOARD AND DIVISION OF AERONAUTICS, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $25,000 TO PROJECT NO. AP2001 WHEREAS, the State of Colorado Aeronautical Board and Division of Aeronautics has offered a grant in the amount of $25,000.00 for the acquisition of firefighting foam testing equipment; and WHEREAS, a project needs to be established and the funds budgeted and appropriated; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Foam Testing Equipment Project No. AP2001 is hereby established. SECTION 2. The Grant from the State of Colorado Aeronautical Board and Division of Aeronautics making available $25,000.00 in state funds for the acquisition of firefighting foam testing equipment, is hereby accepted and approved. SECTION 3. Grant funds in the amount of $25,000.00 shall be accepted from the State of Colorado Aeronautical Board and Division of Aeronautics and budgeted and appropriated into the Foam Testing Equipment Project No. AP2001. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the policies and procedures described therein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. AP2001 SUMMARY: This Ordinance will establish Foam Testing Equipment Project No. AP2001 and accept grant funds from the State of Colorado Aeronautical Board and Division of Aeronautics for the acquisition of firefighting foam testing equipment to be used at Fire Station 10 at the Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: None. BACKGROUND The Colorado Aeronautical Board approved funding to assist Federal Aviation Administration (FAA) certified commercial service airports in Colorado with the acquisition of equipment to minimize the environmental impact of firefighting foam containing toxic chemicals known as polyfluoroalkyl substances (PFAS). Airports certified under Federal Aviation Regulation (FAR) Part 139 are required to use PFAS-based foam and to annually test and certify aircraft rescue firefighting equipment by discharging foam from a firefighting vehicle into a container. During this process, firefighting foam often comes in direct contact with the ground. The Colorado Aeronautical Board is providing funding for specialized testing and containment equipment designed to allow FAA-compliant firefighting foam testing to take place without the need for regular foam discharges. FINANCIAL IMPLICATIONS: The State has offered a grant in the amount of $25,000 which would pay for 100% of the foam testing equipment. No local match is needed. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: If this Ordinance is not approved, the grant will not be accepted, and the foam testing equipment will not be purchased. RECOMMENDATION The Department of Aviation recommends approval of this Ordinance.
