AN ORDINANCE CREATING FINANCE DEPARTMENT
ACCOUNT NUMBER 10180406 58144 - CARE AND SHARE
FOOD PANTRY AND BUDGETING AND APPROPRIATING
FUNDS FROM THE FUND BALANCE OF THE 2020
GENERAL FUND IN THE AMOUNT OF $40,000 TO SAID
ACCOUNT FOR THE PURPOSE OF ESTABLISHING A
FOOD PANTRY TO BE LOCATED IN THE EASTSIDE
NEIGHBORHOOD OF THE CITY OF PUEBLO AND OWNED
AND OPERATED BY CARE AND SHARE, INC., A
COLORADO NONPROFIT CORPORATION D/B/A CARE
AND SHARE FOOD BANK OF SOUTHERN COLORADO
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Finance Department Account No. 10180406 58144 is hereby established. Funds
in the amount of amount of $40,000 are hereby authorized to be transferred, expended,
and made available out of the 2020 Fund Balance of the General Fund and are hereby
budgeted and appropriated to said account for purposes of establishing a food pantry to
be located in the City’s eastside neighborhood and owned and operated by Care and
Share, Inc., a Colorado nonprofit corporation, d/b/a Care and Share Food Bank of
Southern Colorado.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Ordinance to implement the policies and procedures
established herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

SUMMARY:
This Ordinance creates Finance Department Account Number 10180406 58144 - Care and Share
Food Pantry, for purposes of establishing a food pantry to be located in the City’s eastside
neighborhood and owned and operated by Care and Share, Inc., a Colorado nonprofit
corporation, d/b/a Care and Share Food Bank of Southern Colorado (“Care and Share”).
PREVIOUS COUNCIL ACTION:
Not applicable to this Ordinance.
BACKGROUND:
Near the end of 2016, the Safeway grocery store located in the eastside neighborhood of the City
of Pueblo closed, resulting in what is classified as a “food desert” i.e. an area without access to
quality affordable fresh foods. On the eastside of the City of Pueblo more than 35% of the
residents are earning less than the federal poverty level. This is in contrast to the state average
of 9.6% and the Pueblo County average of 18.2%. Families living in the eastside neighborhood,
with already limited resources, are being forced to stretch their budgets to purchase either high-
cost, lower-quality foods at convenience stores or fast food restaurants. With fewer resources to
serve a growing number of people facing hunger, a permanent food distribution pantry is needed
on the eastside of our city.
FINANCIAL IMPLICATIONS:
$40,000 will be transferred from the 2020 fund balance of the General Fund (the City of Pueblo’s
reserves) to the Care and Share Food Pantry Account. Payments will be made to Care and Share
in ten (10) monthly installments of $4,000 each beginning March 1, 2020.

ALTERNATIVES:
If this Ordinance is not approved, the opening of the Care and Share Food Pantry to be located
on the eastside of the City will be cancelled or delayed and residents of the eastside of Pueblo
will continue to face obstacles in obtaining quality, affordable fresh foods.
RECOMMENDATION:
Approve the Ordinance.
