HomeMy WebLinkAbout14370 RESOLUTION NO. 14370 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,840,254 TO K.R. SWERDFEGER CONSTRUCTION, INC. AND SETTING FORTH $568,050 FOR CONTINGENCIES, FOR PROJECT 20-001 (WW1503) 2020 SELENIUM REDUCTION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 20-001 (WW1503) 2020 Selenium Reduction Project have been received and examined; and WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is to perform lateral grouting for 383 services, lining 21,237 linear feet of pipe and 1,072 vertical feet of epoxy for manholes. Contract Agreement for 2020 Selenium Reduction Project with K.R. Swerdfeger Construction, Inc., Project No. 20-001 (WW1503) is hereby awarded to said bidder in the amount of $2,840,254. SECTION 2. Funds for Project 20-001 (WW1503) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. SWERDFEGER CONSTRUCTION, INC. AND SETTING FORTH $568,050 FOR CONTINGENCIES, FOR PROJECT 20-001 (WW1503) 2020 SELENIUM REDUCTION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to K.R. Swerdfeger Construction, Inc. for 2020 Selenium Reduction Project. The project will install grout around the sewer service laterals up to 15 feet, place Cured-In-Place pipe and epoxy coat manholes in areas determined to be high in selenium to reduce selenium infiltration as per the condition of the discharger specific variance as determined by the Colorado Water Quality Control Commission. PREVIOUS COUNCIL ACTION: None BACKGROUND: The 2020 Selenium Reduction Project is an ongoing project for the City in its effort to reduce selenium in the effluent discharged from the James R. Dilorio Water Reclamation Facility to Segment 1a of the Lower Arkansas River in agreement with the terms of the Discharger Specific Variance approved by the Colorado Department of Public Health and Environment (CDPHE) and the Environmental Protection Agency (EPA). The service laterals, manholes and pipe segments to be rehabilitated in this project flow into sections of the sanitary main that have been tested during two wet weather periods and testing will continue after the repairs have been performed to determine the degree in which selenium has been reduced by eliminating groundwater infiltration into the system. This data will be reported to EPA and CDPHE. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $2,840,254 with contingencies of $568,050. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 20-001 (WW1503).
