SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, TO FILE AN APPLICATION FOR FEDERAL ASSISTANCE
WITH THE FEDERAL AVIATION ADMINISTRATION FOR PHASE 2 OF THE
WILDLIFE PERIMETER FENCE PROJECT AT PUEBLO MEMORIAL
AIRPORT AND AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Resolution will authorize the filing of an Application for Federal Assistance with the
Federal Aviation Administration (FAA) for Phase 2 of the Wildlife Perimeter Fence Project at
Pueblo Memorial Airport.
PREVIOUS COUNCIL ACTION:
City Council approved an application for supplemental funding under the Airport Improvement
Program (AIP) through Resolution No. 14065 on October 22, 2018. On May 28, 2019, the City
approved Ordinance No. 9461 establishing the Airport Wildlife Fence Project No. AP1902,
budgeting and appropriating funds for the design of the project and approving a contract with
Dibble and Associates Consulting Engineers. Due to a change in expected funding sources,
Resolution No. 14238 was approved by the City on July 8, 2019 authorizing the filing of an
application for federal assistance with the FAA for the wildlife perimeter fence project from
traditional AIP funds. On September 9, 2019, the City approved Ordinance No. 9535 accepting
an FAA Grant, Ordinance No. 9536 approving an agreement with Dibble and Associates for
Construction Management, and Ordinance No. 9537 awarding a contract to Kirkland Construction
for Phase 1 of the Wildlife Perimeter Fence Project.
BACKGROUND
The Federal Aviation Administration funded an Airport Improvement Program grant to conduct a
Wildlife Hazard Assessment at the Pueblo Memorial Airport (PUB). This Wildlife Hazard
Assessment indicated that wildlife presented a safety hazard to the operation of aircraft and that
a Wildlife Hazard Management Plan be written for PUB. A requirement of the plan is to replace
the barbed wire fence on the east, north, and west boundaries of PUB with a wildlife fence to
exclude hazardous mammal species.
Phase 1 of the project is in process and will be completed soon. This application is to request
funding for Phase 2 of the Wildlife Perimeter Fence project. It will include the design, bid, and
construction phase services to install the remainder of the wildlife perimeter fence on the west
boundary of the airport. The project will include restricted area signage and drainage
structures at two arroyo crossings.
FINANCIAL IMPLICATIONS:
Phase 2 is estimated at $2,020,064.00. The Application for Federal Assistance is for
$1,919.060.00 or 95% of the project funds. The City will be responsible for $101,004.00 or
5% of the project funds. The City’s matching funds are available in the Wildlife Perimeter
Fence Project No. AP1902.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
Airport staff met with airport stakeholders on May 2, 2019 to discuss the project.
ALTERNATIVES:
If this application is not made, Phase 2 of the project will not be undertaken and therefore, the
perimeter fence will not be completed.
RECOMMENDATION:
It is the recommendation of the Department of Aviation that the request to submit the
Application for Federal Assistance be approved.

A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, TO FILE AN APPLICATION FOR

AIRPORT AND AUTHORIZING THE MAYOR TO EXECUTE
SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Application for Federal Assistance, including all understandings and assurances
contained therein, for Phase 2 of the Wildlife Perimeter Fence Project at the Pueblo Memorial
Airport, a copy of which is attached hereto, is hereby approved and authorized to be filed with
the Federal Aviation Administration.
SECTION 2.
The Mayor is hereby authorized to execute the Application on behalf of the City of
Pueblo.
SECTION 3.
The officers of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the attached instruments to effectuate the
transactions described therein.
SECTION 4.
This Resolution shall become effective on the date of final action by the Mayor and
City Council.
