A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL
CONTINGENCIES ACCOUNT IN THE 2020 GENERAL FUND BUDGET IN
THE AMOUNT OF $8,050 TO THE UNITED WAY OF PUEBLO COUNTY
FOR THE COMMUNITY COMMISSION ON HOUSING &
HOMELESSNESS SUBCOMMITTEE ON COMMUNITY EDUCATION &
ENGAGEMENT’S ANTI-PANHANDLING CAMPAIGN
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Payment in the amount of $8,050 from the Council Contingencies Account in the
2020 General Fund Budget is authorized to be paid to the United Way of Pueblo County.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

ENGAGEMENT’S ANTI-PANHANDLING CAMPAIGN
SUMMARY:
Attached for consideration is the presentation from the Community Commission on
Housing & Homelessness Subcommittee, which includes the funding request.
PREVIOUS COUNCIL ACTION:
No previous council actions.
BACKGROUND:
City Council Member Mark Aliff is requesting the funds to be paid to the United Way of
Pueblo County as the fiscal agent for the Community Commission on Housing &
Homelessness Subcommittee - Community Education & Engagement’s Anti-Panhandling
Campaign. The members of the subcommittee presented the campaign at the January
13, 2020 work session. The presenters, Kathy Cline, Pueblo Rescue Mission and Sara
Rose, Pueblo City-County Library District included a structured campaign showing where
the funds would go and the total 2020 cost of $16,100. Four billboards for 26 weeks,
printing and production costs for posters and the platform setup cost along with median
signs that would be placed throughout the community. The Pueblo County
Commissioners have provided monetary support in the amount of $8,050 and the
subcommittee members presented to ask Pueblo City Council for the remainder of the
funds.
FINANCIAL IMPLICATIONS:
Funds in the amount of $8,050 would be paid from the Council Contingencies Account in
the 2020 General Fund Budget to the United Way of Pueblo County.

ALTERNATIVES:
City Council could choose not to support this resolution.
