HomeMy WebLinkAbout09645 ORDINANCE NO. 9645 AN ORDINANCE AMENDING ZONING RESTRICTIONS FOR PROPERTY LOCATED AT 150 CENTRAL MAIN STREET FROM S-1, GOVERNMENT USE DISTRICT TO A HARP-2 DISTRICT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The zoning restrictions covering the following described property, and in addition half of all adjacent dedicated roadway and alley rights-of-way, together generally identified in the attached Rezone Exhibit is hereby changed from a S-1, Government Use District to a HARP-2 District. LOT 4 HISTORIC ARKANSAS RIVERWALK PROJECT, FILING NO 3, REARRANGMENT OF PROPERTY BOUNDARIES RPB-19-4. PARCEL SIZE: 15,760 SQUARE FEET SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS FOR PROPERTY LOCATED AT 150 CENTRAL MAIN STREET FROM S-1, GOVERNMENT USE DISTRICT TO A HARP-2 DISTRICT SUMMARY: The City, as property owner, is requesting to rezone Lot 4, Historic Arkansas Riverwalk Project, Filing No. 3 Subdivision, Rearrangement of Property Boundaries, from an S-1 Governmental Use District to a HARP-2 District. The property containing approximately 15,760 square feet is being rezoned to facilitate hotel development on the site. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The subject property was originally developed as the annex to the Police Department which was located at 140 Central Main from the early 1950’s until 2010. In 2010, the new Municipal Justice Center was constructed and the Police Department moved operations to 200 South Main Street. In 2018, the annex building was razed with the intent of clearing the site for private hotel development. The City issued a Request for Proposal (RFP) for the sale of vacant land at 150 Central Main Street on April 26, 2019. Pueblo TX Hotels, LLC’s proposal was selected as the preferred purchaser and developer. Pueblo TX Hotels are working with Marriott International and Hilton Worldwide to select the best brand fit for the Pueblo market. Pueblo TX Hotels is planning to construct an eight-story, 110-130 room hotel that will include a restaurant, lounge, outdoor patio/balcony, indoor pool/jacuzzi and other amenities. General hotel elevations have been provided to the City as part of the RFP process; however, a site plan has not been submitted at this time. Development plans are required to be submitted for review and approval by the Planning and Zoning Commission prior to a building permit being issued. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their December 11, 2019 Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance, the current zoning would remain, and a hotel will not be developed. Upon request of City Council, the Ordinance could be returned to the Planning and Zoning Commission for consideration of proposed modifications. RECOMMENDATION: Approval of the Ordinance.
