The street known as Central Avenue is hereby changed to McCulley Avenue. SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: AN ORDINANCE CHANGING THE STREET NAME OF CENTRAL AVENUE TO MCCULLEY AVENUE SUMMARY: The applicant is requesting to change the street name of Central Avenue to McCulley Avenue. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The City of Pueblo is requesting to change the street name of Central Avenue to McCulley Avenue. The request was filed by the City of Pueblo Planning and Community Development Department and strongly supported by the McCulley family and community members. The McCulley Family has been serving the Pueblo community since 1968. Charles W. McCulley and Petra Gonzalez de McCulley acquired the Jones Mortuary, which had exclusively served the local Hispanic and African American populations since 1921. The McCulleys put down roots in Pueblo, founded Angelus Chapel Mortuaries and have since cared for any family in need of service. As civic leaders in their community, the McCulleys were involved with the Greater Pueblo Chamber of Commerce, Latino Chamber of Commerce of Pueblo, Mount Carmel Credit Union, Pueblo Human Resources Commission, Posada, YWCA, Catholic Charities La Familia Fuerte, NAACP, Martin Luther King Jr. Holiday Commission, Disabled American Veterans, Pueblo Girls Club, the Masonic and Elks Lodges, and the Colorado State Fair Fiesta Day Parade. The family owns and operates Zaragoza Hall. There are currently eleven (11) properties addressed on Central Avenue that will need an address change to McCulley Avenue. FINANCIAL IMPLICATIONS: The City will be replacing all street signs with the new name, the approximate cost to replace street signs at 12 intersections is $1,375.44. The Colorado Department of Transportation will change the street name on all highway signs by riveting the new name over the old name at no charge to the City. The City Parks and Recreation Department may incur some costs associated with changing the address, in promotional and informational materials for Bessemer Park and the swimming pool. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their December 11, 2019 Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. Certified letters providing notice of the Street Name Change were sent to Central Avenue property owners. A notice letter was also sent to the physical address on Central Avenue to notify the tenants of properties addressed on Central Avenue. ALTERNATIVES: If City Council does not approve this Ordinance, the current street name would remain. RECOMMENDATION: Approval of the Ordinance.
