HO2001, ACCEPTING FUNDS FROM THE PUEBLO CONSORTIUM’S HOME INVESTMENT PARTNERSHIP GRANT, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $48,532, AND AWARDING A PROFESSIONAL SERVICES CONTRACT TO NORTHEAST & BUCKS CO., A PENNSYLVANIA CORPORATION, IN THE AMOUNT OF $44,120 AND SETTING ASIDE $4,412 IN PROJECT CONTINGENCIES FOR THE PREPARATION OF THE CITY’S 2020-2024 CONSOLIDATED PLAN AND 2020-2024 ANALYSIS OF IMPEDIMENTS WHEREAS, there exists a need to conduct a needs assessment within the Pueblo community; and WHEREAS, there exists a need to conduct an analysis of impediments to Fair Housing within the Pueblo community; and WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) requires a 5-Year Consolidated Plan and Analysis of Impediments to be eligible to receive HUD funding; and WHEREAS, the City of Pueblo, designated as an entitlement city through the Pueblo Consortium by the U.S. Department of Housing and Urban Development, wishes to have access to future funding allocations; Now, Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. HO2001 is hereby established, 2020-2024 Consolidated Plan and Analysis of Impediments Project. SECTION 2. HOME investments partnership grants funds in the amount of $48,532.00 are hereby authorized to be budgeted and approved to Project No. HO2001. SECTION 3. The Professional Services Agreement between Northeast & Bucks Co. dba Mullin & Lonergan Associates Incorporated, a Pennsylvania Corporation, and the City of Pueblo, a Municipal Corporation, in the amount of $44,120.00 and setting aside $4,412.00 in contingencies, for the development of the 2020-2024 Consolidated Plan and Analysis of Impediments, a copy of which is attached hereto and incorporated herein, having been approved as to form by the City Attorney, is hereby approved. SECTION 4. The Mayor is hereby authorized to execute and deliver said Agreement on behalf of the City, and the City Clerk shall affix the Seal of the City thereto and attest the same; provided, however, that the Mayor be and hereby is authorized to make such technical variations, additions or deletions in or to such Agreement as he shall deem necessary or appropriate and not inconsistent with the approval thereof by this Ordinance. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the attached Agreement to effectuate the transactions described therein SECTION 6. If any section, paragraph, clause, or provision of this Ordinance shall for any reason be held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause, or provision shall not affect any of the remaining provisions of this Ordinance. HO2001, ACCEPTING FUNDS FROM THE PUEBLO CONSORTIUM’S HOME INVESTMENT PARTNERSHIP GRANT, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $48,532, AND AWARDING A PROFESSIONAL SERVICES CONTRACT TO NORTHEAST & BUCKS CO., A PENNSYLVANIA CORPORATION, IN THE AMOUNT OF $44,120 AND SETTING ASIDE $4,412 IN PROJECT CONTINGENCIES FOR THE PREPARATION OF THE CITY’S 2020-2024 CONSOLIDATED PLAN AND 2020-2024 ANALYSIS OF IMPEDIMENTS SUMMARY: This Ordinance establishes the 2020-2024 Consolidated Plan and Analysis of Impediments Project. It accepts HOME Investments Partnership Grant funds and budgets and appropriates the funding for the project ($48,532.00). In addition, it approves a professional services contract with Northeast and Bucks Co. to prepare the 2020-2024 Consolidated Plan and 2020-2024 Analysis of Impediments. PREVIOUS COUNCIL ACTION: The City Council has not taken any previous action on this matter. BACKGROUND: HUD requires grantees to conduct a needs assessment of the community every five-years in order to receive U.S. Department of Housing and Urban Development (“HUD”) grant funds. It is anticipated that the City of Pueblo will be eligible to receive $9,000,000 over the next five years through annual allocations from HUD. The Consolidated Plan is the finished product of the needs assessment. The Plan identifies the greatest needs within the community and establishes goals to be achieved within the next five years. A component of the plan is the Analysis of Impediments to Fair Housing. The intent of the analysis is to identify disproportionate disparities in access to services or housing across the community’s social-economic structure. After completion of the study, the results will be included in the Consolidated Plan and submitted to HUD for approval. The Plan will serve as the City’s roadmap for future HUD funding. Annually, the City submits an Action Plan to HUD identifying the projects it intends to undertake in the coming year. To be eligible for funding, the projects must address a need identified in the Consolidated Plan. FINANCIAL IMPLICATIONS: HOME Investment Partnership Grant funds are available for this project. Total funds of up to $48,532.00 are available through this grant. BOARD/COMMISSION RECOMMENDATION: The Citizen’s Advisory Committee has been apprised of the expanded role required of the committee members during the Con-Plan process, but no formal action was required of the committee.
