HomeMy WebLinkAbout09641 ORDINANCE NO. 9641 AN ORDINANCE APPROVING AN AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $1,127,876 BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND BROWN AND CALDWELL, INC., FOR CONSULTING ENGINEERING SERVICES TO REPLACE THE HEADWORKS AND PRIMARY CLARIFIER AREA CONTROL PANELS (ACP) AND MOTOR CONTROL CENTERS (MCC) (WW1203) AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME WHEREAS, the Pueblo Wastewater Department operates a Water Reclamation Facility providing municipal wastewater treatment; and WHEREAS, the existing motor control centers and area control panels in the Headworks and Primary Clarifier are at the end of their useful life and need replacement; and WHEREAS, the City is obligated to comply with the effluent limits contained in the discharge permit; and WHEREAS, Brown and Caldwell is the consulting Engineer of Record and is the most qualified to serve the Pueblo Wastewater Department; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. An Agreement, a copy of which is attached hereto and made part hereof by reference, after having been approved as to form by the City Attorney, by and between the City of Pueblo, a Municipal Corporation, and Brown and Caldwell, Inc. to assist with design and construction phase services for the evaluation and replacement of existing power distribution and control systems as set forth in said the contract is hereby approved. SECTION 2. Work Performed under this contract may include, but not limited to, the following items: 1. Review the existing drawings of the plant facilities and information and drawing for new planned facilities; 2. Field-verify existing equipment; 3. Modify one-line diagrams and develop preliminary electrical and I&C plan drawings, and electrical detail drawings; 4. Develop construction and procurement specifications; and 5. Provide construction support services and related ancillary services. SECTION 3. The Mayor is hereby authorized to execute said agreement on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. Funds for work performed under this agreement shall be from the Sewer User Fund Project No. WW1203. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the contract approved to effectuate the transactions described therein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME SUMMARY: This Ordinance accepts an agreement between the City of Pueblo and Brown and Caldwell, Inc. for consulting engineering services relating to the replacement of the existing Headworks and Primary Clarifier Area Control Center (ACP) and Motor Control Center (MCC) which have been in place over 20 years at the James R Dilorio Water Reclamation Facility. PREVIOUS COUNCIL ACTION: On November 12, 2018 the City Council Approved Resolution No. 14081, selecting Brown and Caldwell, Inc as the Engineer of Record for the Wastewater Treatment Department. BACKGROUND: The Wastewater Department operates the James R Dilorio Water Reclamation Facility which treats municipal wastewater for the City. The Water Reclamation Facility requires the use of Motor Control Centers (MCC) to control the electric motors and Area Control Panels (ACP) to operate the headworks equipment, the primary pump station and primary clarifier equipment. These ACP’s and MCC’s have been in place since 1989 and they are past the useful life for both technology and structural integrity due to the corrosive environment. This agreement will allow Brown and Caldwell Inc. to assist with design and construction phase services for the evaluation and replacement of existing power distribution and control systems. FINANCIAL IMPLICATIONS: The cost of the agreement with Brown and Caldwell to assist with design and construction phase services for the evaluation and replacement of existing power distribution and control systems will not exceed $1,127,876. Funds are available from the Sewer User Fund and have been appropriated to Project No. WW1203 BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: The no-action alternative would allow existing equipment to stay in place until failure. Catastrophic failure will cause the Headworks and Primary Clarifiers to stop functioning, causing the wastewater to stop flowing into the treatment facility. The wastewater will back up in the facility as well the collection system flooding areas of the facility. This will cause major damage to equipment and the possibility of permit violations as well as the possibility of sewage backing up in homes. RECOMMENDATION: Approval of the Ordinance.
