SUBJECT: AN ORDINANCE ESTABLISHING THE POPE BLOCK BUILDING WEST
REMODEL PROJECT NO. PL2001, AND TRANSFERRING FUNDS IN
THE AMOUNT OF $100,000 FROM CAPITAL PROJECT NO. CI1906 TO
PL2001
SUMMARY:
The proposed Ordinance establishes the Pope Block Remodel Project No. PL2001, and
transfers $100,000.00 from CI1906, Remodel Planning/Public Works Building to PL2001
for final design and construction documents for the Pope Block Building West Remodel,
Phase 2.
PREVIOUS COUNCIL ACTION:
The 2019 budget, approved by City Council on November 26, 2018, budgeted $100,000
for the Remodel Planning/Public Works Building, CI1906.
BACKGROUND:
In the 2019 budget, City Council approved funds in the amount of $100,000 for a remodel
of the Planning and Public Works Building at 211 East D. Street. Upon review of the cost
of the remodel for the Planning and Public Works Building and the need for additional
space, the Mayor requested alternatives for the location of these City offices. The decision
was made to study the feasibility of locating the City’s Departments of Public Works,
Planning and Community Development, Community Services/Housing, and Finance
Department at the City-owned Pope Block Building West, located at 360 North Court
Street. A consultant team, 2WR, was hired to develop a feasibility study, schematic
design and a construction estimate. This work was completed in November 2019. The
second phase of the Project includes final design, construction documents and
construction management to remodel the basement and first floor of the Pope Block
Building West. Funds in the amount of $100,000 are being transferred to the Pope Block
Building West Remodel Project, PL2001 to continue the design of the Project.
FINANCIAL IMPLICATIONS:
Funds from Capital Improvement CI1906, Remodel Planning/Public Works Building, in
the amount of $100,000 shall be transferred to PL2001.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The Project will not go forward if it is not funded.
RECOMMENDATION:
Approve the Ordinance.

AN ORDINANCE ESTABLISHING THE POPE BLOCK
BUILDING WEST REMODEL PROJECT NO. PL2001, AND

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Pope Block Building West Remodel Project, PL2001, is hereby established.
SECTION 2.
Funds in the amount of $100,000 shall be transferred from CI1906, Remodel
Planning/Public Works Building to PL2001, Pope Block Building West Remodel Project.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of the Ordinance to implement the policies and
procedures described therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

Final adoption of Ordinance by City Council on January 13, 2020.
