SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO
GRANT APPLICATIONS TO THE COLORADO DEPARTMENT OF
TRANSPORTATION FOR FUNDING FROM THE TRANSPORTATION
ALTERNATIVES PROGRAM FOR THE PRAIRIE AVENUE PEDESTRIAN
IMPROVEMENTS PROJECT AND LAKE MINNEQUA CONNECTOR TRAIL
PROJECT AND AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Resolution approves the submittal of two Transportation Alternative Program grant
applications to the Colorado Department of Transportation (CDOT) for funding related to the
Prairie Avenue Pedestrian Improvements (2021) and Prairie Avenue Lake Minnequa Connector
Trail (2022).
BACKGROUND:
CDOT is requesting final grant applications for three years of Transportation Alternatives Program
(2021-2023) for projects related to non-motorized transportation. Each project requires a
minimum 20% in local matching funds for the project. If funding is awarded by CDOT, the projects
will not be approved until the local matching funding is budgeted and appropriated. The following
Projects were submitted to CDOT for preliminary review in December of this year and are due
January 20, 2020.
1. Prairie Avenue - Pedestrian Improvements (2021)
Scope: The Project will improve the sidewalk, driveways, curb ramps, bus shelters,
traffic and pedestrian signals associated ADA improvements along Prairie
Avenue between Northern Avenue and SH45, Pueblo Boulevard.
2. Prairie Avenue – Lake Minnequa Connector Trail (2022)
Scope: The Project will design and construct a 12-foot concrete trail connection from
Prairie Avenue and SH45, Pueblo Boulevard, to Lake Minnequa, Pueblo’s
Largest Park.
FINANCIAL IMPLICATIONS:
If a project is awarded by CDOT, the grant contract will not be approved until the full project costs
including local matching funds are available, budgeted and appropriated. The Director of Finance
will be required to certify that all funds are available to complete the project prior to City Council’s
approval of a grant contract for a project.

Multimodal Options Fund (MMOF) $ 78,800
General Fund $ 78,800
Total Project Cost $ 788,000
BOARD/COMMISSION RECOMMENDATION:
Both Projects are identified in the PACOG 2040 Long Range Transportation Plan listing of priority
projects. The plan was approved by the PACOG Board on June 23, 2016. The priority trail projects
were reviewed and endorsed by the PACOG Transportation and Citizen Advisory Committee.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If the grant applications are not submitted and awarded, the City will either significantly delay or
not implement the Projects.
RECOMMENDATION:
Approval of the Resolution.

A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT TWO GRANT APPLICATIONS TO THE COLORADO
DEPARTMENT OF TRANSPORTATION FOR FUNDING
FROM THE TRANSPORTATION ALTERNATIVES
PROGRAM FOR THE PRAIRIE AVENUE PEDESTRIAN
IMPROVEMENTS PROJECT AND LAKE MINNEQUA
CONNECTOR TRAIL PROJECT AND AUTHORIZING THE
MAYOR TO EXECUTE THE SAME
WHEREAS, the City of Pueblo supports the design, and construction of the Prairie
Avenue Pedestrian Improvements from Northern Avenue to Pueblo Boulevard; and,
WHEREAS, the City of Pueblo supports design and construction of the Prairie
Avenue-Lake Minnequa Connector Trail; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $1,318,180 from the Colorado Department of
Transportation for funding from the Transportation Alternatives Program for the Prairie
Avenue Pedestrian Improvements Project, a copy of which is attached hereto, is hereby
approved.
SECTION 2.
A grant application requesting $630,400 from the Colorado Department of
Transportation for funding from the Transportation Alternatives Program for the Prairie
Avenue Lake Minnequa Connector Trail Project, a copy of which is attached hereto, is
hereby approved.
SECTION 3.
A copy of the grant will be on file at the City of Pueblo’s Department of Planning
and Community Development.
SECTION 4.
The Mayor is hereby authorized to execute and deliver the grant application in the
name of and on behalf of the City of Pueblo, a Colorado Municipal Corporation.
SECTION 5.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution to implement the policies and
procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.
