A RESOLUTION RATIFYING AN EMERGENCY
CONSTRUCTION CONTRACT IN THE AMOUNT OF
$45,483.14 WITH PARKER EXCAVATING, INC. FOR
EMERGENCY SANITARY SEWER POINT REPAIR IN THE
ALLEY BEHIND 2230 EVANS AVENUE, PROJECT NO. 18-
098 (WWAN03) AND APPROVING THE PURCHASING
AGENT’S EXECUTION OF THE SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo
City Mayor in accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under
the 2019-2020 multi-year point repair contract; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for repair of the sanitary sewer at 2230 Evans Ave. with Parker
Excavating Inc., Project No. 18-098 (WWAN03) and is hereby awarded to said bidder in
the amount of $44,585.14.
SECTION 2.
Funds for Project 18-098 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto
and attest the same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein. Furthermore, all actions previously taken by officers and
staff of the City consistent with the contract including any payments authorized under the
contract are hereby ratified.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution ratifies and approves award of a construction contract to Parker Excavating, Inc.
for emergency sanitary sewer point repair at 2230 Evans Ave.

BACKGROUND
:
On July 24, 2019, the Wastewater Department was notified of a sink hole in the alley behind 2230
Evans Ave. A television inspection of the main was performed and found a 120-foot sag in the
main. After further investigation, a hole was also found that was allowing soil to enter the main
and causing a sink hole at the surface.
An estimate was prepared and K.R. Swerdfeger was the low bidder but declined the job because
their crews were working on other city projects. Parker Excavating was the next low bidder and
accepted the work.
The cost breakdown for the project is as follows:
Sanitary Sewer Replacement-related
Total: $ 19,625.14 44%
Surface Improvement Related
Total: $ 24,960.00 56%
Grand Total: $ 44,585.14 100%
FINANCIAL IMPLICATIONS
:
Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer
User Fund. Funding was available and had been budgeted, appropriated and allocated to Project
No. 18-098 (WWAN03).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements to the existing sanitary system and
the defects would remain in the sewer main and possibly increase in size. The likelihood of a pipe
failure would also increase and as wells as the cost of repairs.
Alternative No. 2 – Place the Repair on a Rehabilitation List
Under this alternative, the City would make no immediate repairs to the sanitary main. The
sanitary main would be put on a rehabilitation list and prioritized by the level of importance for future
rehabilitation projects, risking a potential safety and health hazard for the public.
RECOMMENDATION
:
Approval of the Resolution.
