Gradisar, Mayor VIA: Brenda Armijo, City Clerk From: Nancy Keller, Wastewater Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $482,628.68 TO MARTIN MARIETTA MATERIALS INC. AND SETTING FORTH $96,525 FOR CONTINGENCIES, FOR PROJECT 19-063 (WW1404) 2019 WASTEWATER RECLAMATION FACILITY WEST OVERLAY PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to Martin Marietta Materials Inc., for 2019 Wastewater Reclamation Facility West Overlay Project. The project will overlay the surface of the western portion of the James R. DiIorio Water Reclamation Facility with hot bituminous asphalt and concrete pavement. PREVIOUS COUNCIL ACTION : None BACKGROUND : The asphalt roads located on the western portion of the James R. DiIorio Water Reclamation Facility are reaching their normal design life and require an asphalt overlayment. Also, a seven-inch reinforced concrete wash pad including a fire hydrant will be constructed to wash equipment and eliminate tracking sludge throughout the facility for vehicles that exit the northwest sludge drying bed. FINANCIAL IMPLICATIONS : The cost of the construction project was bid at $482,628.68 with contingencies of $96,525. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 19-063 (WW1404). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would do no improvements to the western roads at the James R. DiIorio Water Reclamation Facility and the roads would continue to deteriorate. A full depth replacement would then be required. This alternative is significantly more expensive than the preferred alternative. RECOMMENDATION : Approval of the Resolution. AND SETTING FORTH $96,525 FOR CONTINGENCIES, FOR PROJECT 19-063 (WW1404) 2019 WASTEWATER RECLAMATION FACILITY WEST OVERLAY PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 19-063 (WW1404) 2019 Wastewater Reclamation Facility West Overlay Project have been received and examined; and WHEREAS, the proposal of Martin Marietta Materials Inc. of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is to perform an asphalt overlay and concrete pavement at the James R. DiIorio Water Reclamation Facility as specified in the contract documents. Contract Agreement for Construction with Martin Marietta Materials Inc., Project No. 19-063 (WW1404) is hereby $482,628.68. awarded to said bidder in the amount of SECTION 2. Funds for Project 19-063 (WW1404) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval.
