HomeMy WebLinkAbout14337 RESOLUTION NO. 14337 A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL CONTINGENCIES ACCOUNT IN THE 2019 GENERAL FUND BUDGET IN THE AMOUNT OF $10,000 TO PUEBLO TRIPLE AIM CORPORATION TO FUND THE COMMUNITY COMMISSION ON HOUSING AND HOMELESSNESS (CCHH) STRATEGIC PLAN PROCESS FOR AFFORDABLE AND SUSTAINABLE HOUSING BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Payment in the amount of $10,000 from the Council Contingencies Account in the 2019 General Fund Budget is authorized to be paid to Pueblo Triple Aim Corporation. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 3. This Resolution shall become effective upon passage and approval. PREVIOUS COUNCIL ACTION: No previous council actions. BACKGROUND: City Council Member Mark Aliff is requesting the funds to PTAC to successfully complete the commission’s strategic planIn July of 2019, Pueblo Triple Aim Corporation (PTAC), . facilitated a strategic planning event where they built agreement on Commission goals through 2025. The 43 individuals and 30+ organizations that took part in the event, identified three priorities to include, increasing funding sources, increasing community education and outreach, and increasing housing stock. The Strategic Plan created from this event is expected to be completed in Spring of 2020. FINANCIAL IMPLICATIONS: Funds in the amount of $10,000 would be paid from the Council Contingencies Account in the 2019 General Fund Budget to the Pueblo Triple Aim Corporation BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: City Council could choose not to support this resolution. Aim corporation December 9th,2019 City of Pueblo Attn:City Council 1 City Hall Place Pueblo,CO 81003 Dear City Council, The City of Pueblo Community Commission on Housing and Homelessness(CCHH)has made significant progress in its first year.Since Council established the CCHH,a permanent solution to the emergency shelter is in hand and a Strategic Plan(Plan)for affordable and sustainable housing will be complete next Spring. The Plan will be an effective tool for developing funding and other resources if Pueblo wishes to avoid the housing crisis experiences in other Front Range communities(i.e.,housing that costs too much and homelessness).Councilman Aliff,Commissioner Wiseman,and Commission members have indicated Pueblo Triple Aim Corporation's(PTAC)facilitation has been instrumental in building agreement to create and implement a Plan to address Pueblo's emerging housing needs and homeless situation. It is vital that Council continue to support the work CCHH so the City will see a substantial return on investment in the form of cost reductions to our police,jail,first responders, mental health system and hospital systems by reducing unstably housed individuals. PTAC secured a grant from The Colorado Health Foundation to facilitate CCHH for a one-year period,ending April 30,2020,and it has indicated interest in continuing to support CCHH. The opportunity to secure continued funding is substantially increased if PTAC can demonstrate local investment in CCHH. PTAC is seeking local investment from several organizations, including: United Way, Packard, Pueblo Board of County Commissioners, Health Colorado,and Colorado Housing and Finance Authority. On behalf of the CCHH, I respectfully request Council invest$10,000 into PTAC to successfully complete the Strategic Plan process(Spring 2020)and to enable the Plan to begin implementation(Summer 2020). PTAC can gladly provide any budgetary or other information the City requires to support this request.
