HomeMy WebLinkAbout14335 RESOLUTION NO. 14335 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO FILE AN APPLICATION FOR ASSISTANCE WITH THE COLORADO PUBLIC UTILITIES COMMISSION FOR NON-RECURRING CHARGES AND PROJECT MANAGEMENT FEES RELATED TO THE INSTALLATION OF EQUIPMENT AND MIGRATION OF THE CITY’S 9-1-1 TRUNKS TO THE EMERGENCY SERVICES IP NETWORK AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Application for Assistance with the Colorado Public Utilities Commission, including all understandings and assurances contained therein, for non-recurring charges and project management fees related to the installation of equipment and migration of the City’s 9-1-1 trunks to the Emergency Services IP Network, a copy of which is attached hereto, is hereby approved and authorized to be filed online with the Colorado Public Utilities Commission. SECTION 2. The Mayor is hereby authorized to execute the online Application, and all other certifications, assurances and other documents associated therewith, on behalf of the City of Pueblo. SECTION 3. The officers of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached instruments to effectuate the transactions described therein. SECTION 4. The Resolution shall become effective immediately upon passage and approval. Davenport, Chief of Police SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO FILE AN APPLICATION FOR ASSISTANCE WITH THE COLORADO PUBLIC UTILITIES COMMISSION FOR NON-RECURRING CHARGES AND PROJECT MANAGEMENT FEES RELATED TO THE INSTALLATION OF EQUIPMENT AND MIGRATION OF THE CITY’S 9-1-1 TRUNKS TO THE EMERGENCY SERVICES IP NETWORK AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Resolution will authorize the filing of an Application for Assistance with the Colorado Public Utilities Commission (PUC) for non-recurring charges and project management fees related to the installation of equipment and migration of the City’s 9-1-1 trunks to the Emergency Services IP Network (ESInet). PREVIOUS COUNCIL ACTION: None. BACKGROUND An ESInet is a managed IP network that is used for emergency services communications, and which can be shared by all public safety agencies within Colorado. It provides the IP transport infrastructure upon which independent application platforms and core services can be deployed, including, but not restricted to, those necessary for providing Next Generation 9-1-1 (NG9-1-1) services. The Colorado Public Utilities Commission has mandated that all Public Safety Answering Points (PSAPs) transition to ESInet before March 2021. The federal grant obtained by the PUC will assist PSAPs with initial data migration costs and project management fees associated with the implementation of ESInet. FINANCIAL IMPLICATIONS: The application for assistance is for $48,280.08. Sixty percent (60%) of available PUC grant funds come from a federal grant of $2.3 million made to the PUC, while the remaining forty percent (40%) of available grant funds come from a one-time source designated by the PUC. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: Failure to implement an Emergency Services IP Network (ESInet) will impact the City’s ability to provide 9-1-1 services to the citizens of Pueblo. RECOMMENDATION It is the recommendation of the Chief of Police that the request to submit the Application for Assistance be approved.
