AN ORDINANCE TRANSFERRING FUNDS IN THE
AMOUNT OF $125,000 FROM THE 2019 HIGHWAY USER
TAX FUND BALANCE TO THE TRAFFIC SIGNAL
NORTHERN AND PRAIRIE PROJECT HU1601 AND
BUDGETING AND APPROPRIATING $125,000 FOR SAID
PROJECT
WHEREAS, City Council budgeted and appropriated $125,000 to the Traffic Signal
Northern and Prairie Project, HU1601 in the 2016 Annual Budget.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $125,000 are hereby transferred from the 2019 Highway
User Tax Fund (HUTF) Balance into the Traffic Signal Northern and Prairie Project, No.
HU1601.
SECTION 2.
Funds in the amount of $125,000 are hereby budgeted and appropriated for the
Traffic Signal Northern and Prairie Project, No. HU1601.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of the Ordinance to implement the policies and
procedures described therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

SUBJECT: AN ORDINANCE TRANSFERRING FUNDS IN THE AMOUNT OF

THE TRAFFIC SIGNAL NORTHERN AND PRAIRIE PROJECT HU1601
AND BUDGETING AND APPROPRIATING $125,000 FOR SAID
PROJECT
SUMMARY:
This Ordinance transfers funds in the amount of $125,000 from 2019 Highway User Tax
Fund (HUTF) balance to Project HU1601 and budgets and appropriates $125,000 for
the Traffic Signal Northern and Prairie Project.
PREVIOUS COUNCIL ACTION:
Funds in the amount of $125,000 were approved by City Council in the 2016 Annual
Budget. On April 9, 2018, Ordinance 9253 transferred $125,000 from the Traffic Signal
Northern and Prairie Project, No. HU1601 to the Outlook Blvd and Wills Boulevard Street
and Storm Sewer Construction Project, No. CI1703.
BACKGROUND:
This Ordinance will transfer funds in the amount of $125,000 from the 2019 HUTF balance
to Traffic Signal Northern and Prairie Project, No. HU1601, and budget and appropriate
the funds. The City was awarded $500,000 from the CDOT Transportation Alternatives
Program (TAP) grant for the Project with a required cash match of $125,000 that was
originally budgeted in Project HU1601. In 2018, $125,000 was transferred from Project
HU1601 to Project CI1703 for the Outlook Boulevard and Wills Boulevard street and
storm sewer construction.
The Project will continue the trail or shared use path along the north side of Northern
Avenue between Cambridge Avenue and Prairie Avenue and will then continue north on
Prairie Avenue to the main entrance of the Colorado State Fair Grounds. Over the last
five years the City has redeveloped the trail system from Pueblo Boulevard (State
Highway 45) east to Cambridge Avenue along Northern Avenue. This Project will
complete the trail system to the Colorado State Fair Grounds providing the area residents
and visitors to the State Fair with a direct bike/pedestrian connection.
FINANCIAL IMPLICATIONS:
Once transferred, funding in the amount of $125,000 will be available for local cash match
for the CDOT TAP Grant Agreement.

None
ALTERNATIVES:
Currently, there are no alternatives for completing the Project without the funding from
the 2019 Highway User Tax Fund.
RECOMMENDATION:
Approve the Ordinance.
