HomeMy WebLinkAbout14315 RESOLUTION NO. 14315 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $300,000 TO THE ENVIRONMENTAL PROTECTION AGENCY FOR THE BROWNFIELDS ASSESSMENT GRANT PROGRAM AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, City Council supports and authorizes the City of Pueblo to submit a grant application for the Environmental Protection Agency’s Brownfields Assessment Grant Program; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Mayor is hereby authorized to execute and deliver the grant application for the Environmental Protection Agency’s Brownfields Assessment Grant Program. SECTION 2. A copy of the grant application is attached hereto and is on file at the City of Pueblo’s Department of Planning and Community Development. SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $300,000 TO THE ENVIRONMENTAL PROTECTION AGENCY FOR THE BROWNFIELDS ASSESSMENT GRANT PROGRAM AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This grant will provide $300,000 in funding for environmental asssessments focusing on the downtown core area. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The City of Pueblo, with the assistance of staff from the Southern Colorado Economic Development District (SCEDD), have prepared an EPA Brownfields Community-Wide Assessment grant application for funding in 2020 which will specifically focus on environmental assessment of properties and buildings within the core downtown area of the city. The grant application is requesting up to $300,000 for the completion of phase 1 and phase 2 environmental assessments to determine if there is any contamination and, if so, how the property can be remediated to allow for future reuse and development. The project will include public meetings with stakeholders including the downtown property owners, Pueblo Downtown Association, Pueblo Urban Renewal Authority, Pueblo Economic Development Corporation, Greater Pueblo Chamber of Commerce, and the Pueblo Latino Chamber of Commerce. Private properties will be included in the assessments, only if property owners grant permission for the assessment on their property. As a follow up to this project, the City intends to apply for targeted EPA Brownfields clean up funding to assist with the clean-up of existing buildings primarily in the downtown core area. FINANCIAL IMPLICATIONS: There are no matching funds required for this grant. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The Pueblo Downtown Association, Greater Pueblo and Latino Chambers of Commerce, Pueblo Urban Renewal Authority, Pueblo Economic Development Corporation, Historic Arkansas Riverwalk of Pueblo Authority, Pueblo Historic Preservation Commission, and Sierra Club Sangre de Cristo Group will be informed of the Project before the end of November 2019 and additional public outreach will occur. ALTERNATIVES: The grant application will not be submitted to the EPA if this Resolution is denied. RECOMMENDATIONS: Approve the Resolution.
