A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION TO SUBMIT A GRANT
APPLICATION TO THE STATE OF COLORADO DEPARTMENT
OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT
ASSISTANCE PROGRAM IN THE AMOUNT OF $975,000 FOR
FUNDING THE JOSEPH EDWARDS SENIOR CENTER HVAC
ADDITION PROJECT AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
WHEREAS, the City Council appropriated $575,000 for the Joseph Edwards Senior
Center HVAC in the 2019 budget; and,
WHEREAS, the replacement of the HVAC system at the Joseph Edwards Senior Center
is a high priority for the Mayor and City Council since it is critical to have a dependable HVAC
system in order to sustain ongoing operations at the center, NOW THEREFORE;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The grant application requesting $975,000 from the Department of Local Affairs, Energy
and Mineral Impact Assistance Program to assist in the Senior Center HVAC Addition Project, a
copy of which is attached, is hereby approved and strongly supported.
SECTION 2.
The Mayor is hereby authorized to execute and deliver the grant application in the name
of and on behalf of the City of Pueblo, a Colorado Municipal Corporation.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures described
herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

MAYOR TO EXECUTE SAME
SUMMARY:
This Resolution will authorize the submittal of a grant application to the Colorado
Department of Local Affairs (DOLA) requesting funds in the amount of $975,000 to match
local funds in the amount of $975,000 for the building addition and the mechanical
upgrades for the Senior Center HVAC Addition.
PREVIOUS COUNCIL ACTION:
On September 23, 2019 City Council approved Ordinance 9550, establishing the SRDA
– HVAC Addition, PL1905, accepting funds from SRDA in the amount of $50,000,
budgeting and appropriating $50,000 for Project PL1905, and transferring funds in the
amount of $575,000 from capital project No. CI1909 to PL1905.
BACKGROUND:
The City of Pueblo is applying for a $975,000 grant through DOLA Energy and Mineral
Impact Assistance Fund for the Senior Center Mechanical Addition Project. The Project
includes building an addition to the building to house the new HVAC system. The Project
replaces the existing evaporative cooling system and boiler heating system (HVAC) for
the Senior Center. The Senior Center is owned by the City of Pueblo, and through a lease
agreement the Senior Resource Development Agency (SRDA) manages the Center and
is responsible for the administration of senior services. The replacement of the existing
HVAC system is a high priority project for the Mayor and City Council since the HVAC
system is over 6 years past the ASHARE expected life cycle and due to the systems age,
the maintenance and repair costs continue to increase. The replacement mechanical
systems will include a new air chiller and air handlers, which will increase occupant
comfort, and a new 85% efficient boiler. The existing mechanical spaces are extremely
tight, and as determined through the schematic design study, the construction of a new
three story 1,300 square foot addition to the rear of the structure will best accommodate
these new units and will be most cost effective.

The following is a breakdown of the Project funding:

Gates Family Foundation Grant $ 75,000.00

If this Resolution is not approved, the grant will not be submitted, and the Project will not
be implemented.
