SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A
GRANT APPLICATION FOR THE 2019 LOCAL GOVERNMENT PARKS
AND RECREATION PROGRAM FOR THE MINERAL PALACE PARK
PICKLEBALL COURT PROJECT TO THE STATE BOARD OF THE
GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
SUMMARY:
This Grant will fund the Mineral Palace Park Pickleball Courts.
PREVIOUS COUNCIL ACTION:
On October 23, 2018, City Council approved a Resolution authorizing the City of Pueblo
to submit a grant application for the 2018 LPOR for the Mineral Palace Park Pickleball
Court Project. That grant application was subsequently not awarded.
BACKGROUND:
The City of Pueblo is applying for a $300,000 grant through the Great Outdoors
Colorado (GOCO) Local Government Parks and Recreation Program (LPOR) for the
Mineral Palace Park Pickleball Court Project.USA Today reports that Pickleball is the
fastest growing sport in the U.S., with 2.8 million regular players and a 12-percent
increase in participants annually. Pickleball is played on a court similar to a tennis court;
however, the court is a quarter smaller than a tennis court and the net is six inches
lower than a tennis net. Pickleball is played with paddles and a hard-plastic ball similar
to a wiffle ball. Presently, the City does not have Pickleball Courts. Pickleball players
have temporarily retrofit two tennis courts within City Park to accommodate Pickleball
Play.
The Pueblo Pickleball Association, which consists of 258 members, has approached the
Pueblo Parks and Recreation Department to construct a designated Pickleball facility to
provide free Pickleball play to Pueblo and surrounding community residents. Having
designated Pickleball courts will allow the City of Pueblo and the Pueblo Pickleball
Association to host Pickleball Tournaments, provide Pickleball programming and
lessons and will eliminate scheduling conflicts between City Tennis programs and
pickleball play. The Mineral Palace Pickleball facility will include six regulation size, post
tension pickleball courts. The courts will be separated with regulation fencing and will be
completely enclosed with a chain link fence. Lighting, spectator seating and shade
structures will be provided around the facility for those waiting to play or watching a
game. The facility will be supported by the existing Mineral Palace Park restroom
facilities and will be ADA accessible.
FINANCIAL IMPLICATIONS:
The GOCO Board will award LPOR Grants in March 2020. Funds for the Mineral Palace
Pickleball facility will be budgeted and appropriated by the City before entering into a
grant contract. The City of Pueblo will authorize $200,000 in cash matching funds and
provide $15,000 of in-kind services to the Project during the term of the grant between
March 2020 and March 2021. The Pueblo Pickleball Association will provide $15,000 in
matching funds to the Project. The total cost for the Project is $530,000. The following is
a breakdown of the Project funding:
GOCO LPOR $ 300,000.00
City of Pueblo Conservation Trust Fund $ 200,000.00
Pueblo Pickle Ball Association and Partners $ 15,000.00
City of Pueblo In-Kind $ 15,000.00
TOTAL $ 530,000.00
BOARD/COMMISSION RECOMMENDATION:
None
STAKEHOLDER PROCESS:
The City of Pueblo Parks and Recreation Department has been actively working with
the Pueblo Pickleball Association and non-organized Pickleball players to plan and fund
the Mineral Palace Park Pickleball facility. The Department held two community
meetings, obtained online and paper surveys and has provided outreach to the El
Centro del Quinto Sol youth.
ALTERNATIVES:
If this Resolution is not approved, the grant will not be submitted, and the Project will not
be implemented.
RECOMMENDATIONS:
Approval of the Resolution.

PICKLEBALL COURT PROJECT TO THE STATE BOARD
OF THE GREAT OUTDOORS COLORADO TRUST FUND
AND AUTHORIZING THE MAYOR TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the City of Pueblo to submit a
grant application for the Mineral Palace Park Pickleball Court Project, to the State Board
of the Great Outdoors Colorado Trust Fund (GOCO) for the purpose of replacing the
existing Mineral Palace Park tennis courts with six, post-tension Pickleball courts,
fencing, lighting, spectator seating and shade structures; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Mayor is hereby authorized to execute and deliver the grant application to
GOCO for the Mineral Palace Park Pickleball Court Project and the City Clerk shall affix
the seal of the City thereto and attest same.
SECTION 2.
The City of Pueblo is requesting a total of $300,000 in GOCO funds from the
Local Parks and Recreation Program for the Mineral Palace Park Pickleball Court
Project. Funds in the amount of $200,000 will be budgeted and appropriated from the
2019 City of Pueblo Conservation Trust Fund. The City of Pueblo will provide $15,000
of in-kind services and the Pueblo Pickleball Association will provide $15,000 in
matching funds. The total cost for the Mineral Palace Park Pickleball Court Project is
$530,000.
SECTION 3.
A copy of the grant application is attached hereto and is on file at the City of
Pueblo’s Department of Planning and Community Development.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution to implement the policies and
procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.
