Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Carla Sikes, Municipal Court Judge SUBJECT: AN ORDINANCE APPROPRIATING FUNDS FROM THE GENERAL FUND BALANCE, TO MUNICIPAL COURT IN THE AMOUNT OF $1,000 to CONTRIBUTE TO THE COLORADO MUNICIPAL JUDGES ASSOCIATION LOBBYING EFFORT SUMMARY: Pueblo Municipal Court is seeking $1,000 to contribute to the lobbying efforts of the Colorado Municipal Judges Association (CMJA). PREVIOUS COUNCIL ACTION: There has been no previous City Council action with regards to this Ordinance. BACKGROUND: In 2017 the CMJA hired Dentons US, LLP to assist in its legislative review and lobbying efforts. The CMJA is an independent non-profit organization whose goal is to improve the quality of justice prevailing in municipal courts. To that end the CMJA has hired a lobbying firm to track legislation that may have an impact on the Municipal Courts in Colorado. In order to maintain their relationship with the lobbying firm the CMJA has asked it’s member judges to contribute towards the cost of paying for Dentons’ services. The City of Pueblo has not contributed to this effort in the past. CMJA has informed the Pueblo Municipal Court that additional funds will be necessary to continue CMJA’s lobbying efforts in the future. To that end the Pueblo Municipal Court is requesting that the City Council and the Mayor appropriate $1,000 from the City’s General Fund to the Municipal Court so that the court may contribute $1,000 towards CMJA’s lobbying effort. FINANCIAL IMPLICATIONS: Contributions to CMJA’s lobbying effort are made annually. The Municipal Court is asking for a one-time appropriation of $1,000 to contribute to that effort. This is a one-time request which does not create any ongoing obligation on the part of the Municipal Court, or the City of Pueblo. Any future appropriations for funds to be contributed to the CMJA’s lobbying effort will be the subject of a separate ordinance. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: Deny the appropriation of funds. Municipal Court will not contribute to the CMJA’s lobbying efforts. RECOMMENDATION: The Municipal Court of Pueblo recommends approval of this ordinance. Attachments: None ORDINANCE NO. 9562 AN ORDINANCE APPROPRIATING FUNDS FROM THE GENERAL FUND BALANCE, TO MUNICIPAL COURT IN THE AMOUNT OF $1,000 TO CONTRIBUTE TO THE COLORADO MUNICIPAL JUDGES ASSOCIATION LOBBYING EFFORT WHEREAS, the Colorado Municipal Judges Association is currently in need of funds to continue its lobbying efforts in the Colorado State Legislature; and WHEREAS, the Municipal Court benefits from the Colorado Municipal Judges Associations lobbying efforts; and WHEREAS, the City of Pueblo has not previously contributed to the Colorado Municipal Judges Association’s lobbying efforts; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds in the amount of $1,000 are hereby appropriated from the General Fund Balance to Municipal Court to be contributed to the Colorado Municipal Judges Association, for use in furthering their lobbying efforts. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the policies and procedures described herein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: September 23, 2019 .
