PL1905, ACCEPTING FUNDS FROM SRDA IN THE AMOUNT OF $50,000.00, BUDGETING AND APPROPRIATING $50,000.00 FOR PROJECT PL1905, AND TRANSFERRING FUNDS IN THE AMOUNT OF $575,000.00 FROM CAPITAL PROJECT NO. CI1909 TO PL1905 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The SRDA – HVAC Addition Project, PL1905, is hereby established. SECTION 2. Funds in the amount of $50,000.00 from the SRDA shall be accepted, budgeted and appropriated to the SRDA – HVAC Addition Project, PL1905. SECTION 3. Funds in the amount of $575,000.00 shall be transferred from CI1909 to the SRDA – HVAC Addition Project, PL1905. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described therein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Scott Hobson, Acting Director of Planning and Community Development SUBJECT: AN ORDINANCE ESTABLISHING THE SRDA – HVAC ADDITION PROJECT NO. PL1905, ACCEPTING FUNDS FROM SRDA IN THE AMOUNT OF $50,000.00, BUDGETING AND APPROPRIATING $50,000.00 FOR PROJECT PL1905, AND TRANSFERRING FUNDS IN THE AMOUNT OF $575,000.00 FROM CAPITAL PROJECT NO. CI1909 TO PL1905 SUMMARY: The proposed Ordinance establishes the SRDA – HVAC Addition Project No. PL1905, accepts $50,000.00 from SRDA, budgets and appropriates $50,000.00 for the project, and transfers $575,000.00 from CI1909 to PL1905 in preparation of a grant submittal in December 2019. PREVIOUS COUNCIL ACTION: The 2019 budget, approved by City Council on November 26, 2018, budgeted $575,000.00 for the SRDA Air Conditioning System Capital Improvements, CI1909. BACKGROUND: The Senior Resource Development Agency (SRDA) has been located in the City-owned building at 230 North Union Avenue since 1994. The City is investigating the replacement of the HVAC system. Maintenance costs for the system and the frequency of each repair continues to increase each year, causing additional budget risk. In 2018, the City of Pueblo Public Works Department hired Weidner & Associates Architecture to create schematic drawings and a preliminary cost estimate. Given the size of the new air conditioning and heating units, it was determined that placing them inside the existing building was not possible and an addition to the building would be required. The SRDA Board of Directors has contributed $50,000.00 to the Project for design services. The SRDA will also be fundraising for the Project and will be requesting a grant on behalf of the City from the Department of Local Affairs (DOLA) for an additional $800,000.00 to complete the funding needed for the Project totaling $1.6 million. FINANCIAL IMPLICATIONS: Funds from the Capital Improvements, CI1909 in the amount of $575,000.00 shall be transferred to PL1905 and the SRDA donation in the amount of $50,000.00 shall be accepted and budgeted to the SRDA – HVAC Addition Project, No. PL1905. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The SRDA Board of Directors at their June 24, 2019 meeting, voted unanimously to approve the expenditure of $50,000.00 toward the cost of professional services for the mechanical addition to the SRDA Building. ALTERNATIVES: The Project will not go forward if it is not funded. RECOMMENDATION: Approve the Ordinance. Attachments: Proposed Ordinance Letter from SRDA, dated August 22, 2019.
