ORDINANCE NO. 9548
AN ORDINANCE ESTABLISHING CAPITAL PROJECT NO.
CI1911 - LAKE MINNEQUA PARK IMPROVEMENTS,
BUDGETING AND APPROPRIATING $1.5 MILLION DOLLARS
FROM THE FUND BALANCE ACCOUNT OF THE GENERAL
FUND FOR SAID PROJECT TO BE REIMBURSED BY THE
PUEBLO COUNTY 1-A CAPITAL IMPROVEMENT PROGRAM
PROJECT FUNDING
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Capital Project No. CI1911 - Lake is approved
Minnequa Park Improvements Project
and hereby established.
SECTION 2.
Funds in the amount of amount of $1,500,000.00 are hereby authorized to be
transferred and made available out of the Fund Balance Account of the General Fund
and are hereby budgeted and appropriated to Capital Project No. CI1911 to be used and
expended for the Lake Minnequa Park Improvements Project, in accordance with the
terms of the Intergovernmental Agreement between the City of Pueblo and Pueblo County
dated May 28, 2019.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Ordinance to implement the transactions, policies and
procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

SUMMARY:
This Ordinance establishes Capital Project No. CI1911 - Lake Minnequa Park Improvements and
budgets and appropriates $1.5 million from the Fund Balance Account of the General Fund, to be
reimbursed by Pueblo County 1-A Capital Improvement Program funds.
PREVIOUS COUNCIL ACTION:
On May 28, 2019, by Ordinance No. 9470, the City Council approved an Intergovernmental
Agreement (“IGA”) between the City of Pueblo and Pueblo County relating to the use of 2016
Ballot Question 1-A Capital Improvement Program Project funding for the Lake Minnequa Park
Improvements
BACKGROUND:
The reimbursed funding provided from the County will be used for improvements to Lake
Minnequa Park, which include the construction of a restroom, concession facility, plaza, park
extension of an additional turf playfield area, parking lot expansion and paving, park shelters,
playground, lighting, and signage for the park.
FINANCIAL IMPLICATIONS:
Under the IGA, Pueblo County agreed to provide $2.5 million dollars for the Lake Minnequa Park
Improvements Project, with $1.5 million to be dispersed in 2019 and $1 million dispersed in 2020
using the Pueblo County 1-A Project Funds. There are no matching funds required from the City,
although the City will provide in-house design and construction management of the improvements
having an estimated value of $35,000. In addition, the City will commit to operate and maintain
the improvements following completion of the construction. The funds budgeted and appropriated
by this Ordinance for the Lake Minnequa Park improvements will be reimbursed by Pueblo County
in accordance with the terms of the IGA.
BOARD/COMMISSION RECOMMENDATION:
The park improvements are included in the Master Plan for the Lake Minnequa Park and Open
Space Area that was reviewed by the Planning and Zoning Commission in October 2008.
STAKEHOLDER PROCESS:
The Master Plan for the Lake Minnequa Park and Open Space Area was completed in March
2008 and updated in October 2008. The Master Plan was adopted following multiple public
meetings as part of the public outreach for the establishment of the Lake Minnequa Urban
Renewal Area in 2008.
ALTERNATIVES:
City Council could decline the funding from the Pueblo County 1-A Capital Improvement Program
Project and abandon the Lake Minnequa Park Improvements Project.
RECOMMENDATION
:
Approval of the Ordinance.
