A RESOLUTION IN SUPPORT OF PUEBLO SCHOOL 60
BALLOT ISSUE 4A TO BE DECIDED AT THE NOVEMBER
5, 2019 ELECTION
WHEREAS, the future of the City depends upon educating Pueblo’s students for
st
careers in the 21 century economy; and
WHEREAS, in order for the local school district to be successful, school facilities
must be functional and safe; and
WHEREAS, almost half of School District 60’s schools will be in critical condition
by 2023; and
WHEREAS, eighty two percent (82%) of School District 60’s schools are more than
fifty-one (51) years old; and
WHEREAS, the bond proceeds from Ballot Measure 4A will be used to construct
new East and Centennial High Schools and will renovate South and Centennial High
Schools and will repair and upgrade eleven (11) other schools in the district. NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
It is in the public interest for School District 60 to issue bonds to construct new high
schools and renovate its existing schools and, therefore, citizens are urged to vote “Yes”
on Ballot Issue 4A on November 5, 2019.
SECTION 2.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a proposed Resolution in support of Ballot Issue 4A to be decided by the eligible
electors of Pueblo School District 60 at the November 5, 2019 coordinated election.

Not applicable to this Resolution.
BACKGROUND:
Pueblo School District 60 faces daunting facility challenges. Almost half of District 60’s schools
will be in critical condition by 2023. Eighty two percent (82%) of District 60’s schools are more
than fifty-one (51) years old.
FINANCIAL IMPLICATIONS:
Ballot Issue 4A proposes to issue bonds in the amount of $218,250,000. Bond proceeds will be
used for new school construction at Centennial and East high schools and Central and South high
schools will undergo major renovations. School District 60 will remain a four high school district.
Bond proceeds will be used to make repairs and upgrades at eleven (11) other schools.
Ballot Issue 4A will have a modest tax impact on Puebloans. Residents owning homes worth
$100,000 will be assessed an additional property tax of only $6.34 per month. For homes having
an actual value of $150,000, the property tax increase will be $9.51 (which is less than $10.00
per month).
If it passes, Ballot Issue 4A will result in an estimated annual operations and maintenance cost
savings of $2,461,553.
BOARD/COMMISSION RECOMMENDATION:
Pueblo School District 60’s Board of Education recommends adoption of this Resolution.
STAKEHOLDER PROCESS:
School District 60 has engaged in a robust outreach effort in connection with Ballot Issue 4A.
Facility assessment and master plans were performed by architects in 2017 and 2018.
Subsequently, several town hall meetings have occurred. Open house community forums took
place in April, 2019. Community meetings were also held at each of the school district’s four high
schools in June, 2019.
ALTERNATIVES:
The City Council could remain neutral and not recommend approval or disapproval of School
District 60 Ballot Issue 4A.
