HomeMy WebLinkAbout14286 RESOLUTION NO. 14286 A RESOLUTION AWARDING A CONTRACT IN THE AMOUNT OF $38,363 TO PUEBLO WOOD PRODUCTS CO., INC., AND SETTING FORTH $3,836 FOR CONTINGENCIES, FOR WOOD CHIPPING UTILIZATION AS PART OF CAPITAL PROJECT NO. CI1911 – LAKE MINNEQUA PARK IMPROVEMENTS PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for Project No. 19-041 - Lake Minnequa Wood Chip Utilization Project have been received and examined, and; WHEREAS, the proposal of Pueblo Wood Products Co., Inc., of Pueblo, Colorado was the lowest of those bids determined to be responsible; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council authorizes Project No. 19-041 - Lake Minnequa Wood Chip Utilization Project to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $38,363.00. SECTION 2. In addition to the amount of the bid set forth, as aforementioned, an additional amount of $3,836.00 is hereby authorized for contingencies and additional work. SECTION 3. Funds for Project No. 19-041 shall be provided and expended from Capital Project No. CI1911 – Lake Minnequa Park Improvements Project. SECTION 4. The awarding of this contract and approval of this Resolution is contingent upon the final passage of Ordinance No. 9548, establishing Capital Project No. CI1911 - Lake Minnequa Park Improvements and budgeting and appropriating $1.5 million from the Fund Balance Account of the General Fund, to be reimbursed by Pueblo County 1-A Capital Improvement Program funds. SECTION 5. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 6. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract approved to effectuate the policies and procedures described therein. SECTION 7. This Resolution shall become effective immediately upon passage and approval. CI1911 – LAKE MINNEQUA PARK IMPROVEMENTS PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a contract to Pueblo Wood Products Co., Inc. for wood chipping utilization as part of Capital Project No. CI1911 - Lake Minnequa Park Improvements Project. PREVIOUS COUNCIL ACTION: On May 28, 2019, by Ordinance No. 9470, the City Council approved an Intergovernmental Agreement (“IGA”) between the City of Pueblo and Pueblo County relating to the use of 2016 Ballot Question 1-A Capital Improvement Program Project funding for the Lake Minnequa Park Improvements. On September 23, 2019, an Ordinance was presented to City Council establishing Capital Project No. CI1911, budgeting and appropriating $1.5 million dollars from the Fund Balance account of the General Fund for said project to be reimbursed by the Pueblo County 1-A Capital Improvement Program Project Funding, which would fund numerous improvements to Lake Minnequa Park. This would include construction of a restroom, concession facility, plaza, lighting, park shelters, parking lot extension and paving, playground, signage, and park extension of the turf athletic field. This Resolution is contingent on the approval and passage of the Ordinance and awards a contract to begin the first phase of the project. BACKGROUND: This portion of Capital Project No. CI1911 includes re-chipping and spreading of the existing wood chip material at the Lake Minnequa Park Football Field. This material will be used as a future soil amendment product during the expansion of the turf athletic field. FINANCIAL IMPLICATIONS: Under the IGA, Pueblo County agreed to provide $2.5 million dollars for the Lake Minnequa Park Improvements Project, with $1.5 million to be dispersed in 2019 and $1 million dispersed in 2020 using the Pueblo County 1-A Project Funds. There are no matching funds required from the City, although the City will provide in-house design and construction management of the improvements having an estimated value of $35,000. In addition, the City will commit to operate and maintain the improvements following completion of the construction. The funds budgeted and appropriated for this project will be reimbursed by Pueblo County in accordance with the terms of the IGA. BOARD/COMMISSION RECOMMENDATION: This phase of the project is part of the park improvements that are included in the Master Plan for the Lake Minnequa Park and Open Space Area that was reviewed by the Planning and Zoning Commission in October 2008. STAKEHOLDER PROCESS: The Master Plan for the Lake Minnequa Park and Open Space Area was completed in March 2008 and updated in October 2008. The Master Plan was adopted following multiple public meetings as part of the public outreach for the establishment of the Lake Minnequa Urban Renewal Area in 2008. ALTERNATIVES: City Council could decline the awarding of this contract which would result in no expansion of the turf athletic fields as recommended in the Master Plan, which would delay the other park improvements associated with this project. RECOMMENDATION : Approval of the Resolution. Attachments: Bid Summary
