Flores and Members of City Council VIA: Brenda Armijo, City Clerk FROM: Marisa Pacheco – Human Resources Director Brenda Armijo – City Clerk SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2019 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE LICENSING COORDINATOR SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the Licensing Coordinator. PREVIOUS COUNCIL ACTION: In December 2018, City Council approved the annual Salary Ordinance for the 2019 fiscal year. BACKGROUND: The City Clerk’s Office requests to add the salary schedule for the newly created classification of Licensing Coordinator to the 2019 classification and pay plan. The new classification is required in the City Clerk’s Office due to an urgent need for a position that can perform critical licensing and compliance functions associated with medical and retail marijuana applications in a full-time capacity. This position will also serve as primary back-up for liquor licensing as well as performing other complex administrative functions. The workload associated with these activities has increased along with changing regulations monitoring and compliance activities which necessitates a full-time position. The duties are currently being performed by a temporary employee on a part-time basis. Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Mayor and submitted to City Council. FINANCIAL IMPLICATIONS: Funding for the position of Licensing Coordinator will come from the general fund. While approval of this Ordinance will result in an additional position to the authorized staffing, it is anticipated that 100% of the cost will be paid for by salary savings that have already occurred as a result of the vacant City Clerk position throughout 2019, as well as the remaining balance of the temporary employee budget. The anticipated annual salary will be approximately $43,000. Salary and benefits for this new position will total approximately $70,000 annually. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) will meet on June 27, 2019 to discuss the new classification, which will be part of the bargaining unit. A subsequent meeting was held with PAGE union leadership and agreement was reached on July 12, 2019 ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher-level duties to other staff members within the Department. Such an alternative is operationally untenable. RECOMMENDATION: Approval of the Ordinance. As Amended: 07/22/19 ORDINANCE NO. 9505 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2019 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE LICENSING COORDINATOR BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2019), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The 2019 pay range for all the newly created position of Licensing Coordinator.
