A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $835,000 TO HW
HOUSTON CONSTRUCTION, LLC AND SETTING FORTH
$167,000 FOR CONTINGENCIES AND ADDITIONAL WORK
FOR PROJECT NO. 19-033 GOODNIGHT BARN
REHABILITATION PROJECT, AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for Project 19-033, Goodnight Barn Rehabilitation Project
have been received and examined; and,
WHEREAS, the proposal of HW Houston Construction, LLC of Pueblo, Colorado
was the lowest of those bids determined to be responsible; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for Project 19-033, Goodnight Barn Rehabilitation Project is hereby
awarded to said bidder in the amount of $835,000.00.
SECTION 2.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and additional
work.
Contingencies and Additional Work . . . . $167,000.00
SECTION 3.
Funds for said Project shall be from Project PL1704, Goodnight Barn Rehabilitation
Project.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the
City thereto and attest the same.
SECTION 5.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution and the attached Agreement to
implement the transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to HW Houston Construction, LLC of
Pueblo, Colorado. HW Houston Construction, LLC was the lowest of those bids
determined to be responsible and will be awarded a contract in the amount of $835,000.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Goodnight Barn Rehabilitation Project is ready to start after five years of planning,
fund raising and after two failed bidding attempts due to lack of proper funding. The
Project budget is now in the amount of $1,060,000. The Project consists of the base bid
items such as foundation, structural, masonry, roof, doors, milk house demo, base
electrical and site work. The low and responsive bid for base bid was in the amount of
$597,000. All the fifteen bid alternates were chosen to be completed at a cost of $835,000.
The bid alternates are listed on the bid summary and consist of concrete flooring,
removing non-historic interior plaster, site improvements and lighting. The Project
contractor will be allowed one year to complete the Project. The work was competitively
bid through the City’s Purchasing Department, and a copy of the bid summary is attached.
FINANCIAL IMPLICATIONS:
Funds for the Project shall be paid from the Goodnight Barn Rehabilitation Capital Project,
PL1704. Funds for the Project are from the following sources:
City of Pueblo $ 65,000
Pueblo County $ 131,850
State Historical Fund $ 200,000
El Pomar Foundation $ 27,500
Gates Foundation $ 20,000
Gersick Foundation $ 10,000
Goodnight Barn Preservation $ 75,650
DOLA EIAF $ 530,000
TOTAL $1,060,000
BOARD/COMMISSION RECOMMENDATION:
The Committee of Awards recommends the bid of HW Houston Construction, LLC was
responsive and was accepted as the lowest and best bid. The Committee of Awards
recommends to City Council that it authorize Project No. 19-033, Goodnight Barn
Rehabilitation be performed.
STAKEHOLDER PROCESS:
The Goodnight Barn Stakeholders supports this Project.
ALTERNATIVES:
Denial of this Resolution will result in cancellation of the Project.
RECOMMENDATION:
Approval of this Resolution.
