HomeMy WebLinkAbout09495ORDINANCE NO. 9495 AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2019 STAFFING ORDINANCE BY INCREASING STAFFING LEVELS IN BOTH THE STORMWATER AND WASTEWATER DEPARTMENTS BY ONE-HALF OF A FULL TIME EQUIVALENT IN THE CLASSIFICATION OF ADMINISTRATIVE TECHNICIAN WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Stormwater and Wastewater Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. Flores and Members of City Council VIA: Brenda Armijo, City Clerk FROM: Marisa Pacheco – Human Resources Director Jeff Hawkins – Stormwater Director Nancy Keller – Wastewater Director SUBJECT: AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2019 STAFFING ORDINANCE BY INCREASING STAFFING LEVELS IN BOTH THE STORMWATER AND WASTEWATER DEPARTMENTS BY ONE-HALF OF A FULL TIME EQUIVALENT IN THE CLASSIFICATION OF ADMINISTRATIVE TECHNICIAN SUMMARY: The Stormwater and Wastewater Department request to adjust their staffing by adding one-half position, or .5 FTE (Full Time Equivalent) to each department, in the classification of Administrative Technician. PREVIOUS COUNCIL ACTION: On December 10, 2018, City Council Approved Ordinance No. 9387. This Ordinance provided authorized staffing for Fiscal Year 2019. BACKGROUND: The Stormwater and Wastewater Departments request to increase staffing by adding one-half of a full-time employee position to each department. The Stormwater and Wastewater Department currently share a full-time Administrative Technician. Each department has demonstrated an urgent need for a position that can perform important administrative support functions in a full- time capacity. The current staffing arrangement has become untenable as the shared position is physically located in another facility, away from the Stormwater Department. Additionally, high-level administrative support has become increasingly necessary due to the reduction in staffing levels within the Stormwater Department and the increased complexity of payroll within the Wastewater Department. There is now a need for a full-time position in each department to provide adequate operational support. FINANCIAL IMPLICATIONS: Funding for the Administrative Technician position in Stormwater will come from the Stormwater User Fund and the Wastewater funding will come from the Sewer User Fund. While approval of this Ordinance will result in an additional position to the authorized staffing, it is anticipated that 100% of the cost will be paid for through salary savings that have already occurred as a result of vacancies in each department. The anticipated cost for salary and benefits for this new is approximately $57,871.92 annually, which will be split equally between both departments to supplement the already existing .5 FTE in each department. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. This is an existing classification within the Pueblo Association of Government Employees (PAGE) bargaining unit. ALTERNATIVES: The no action alternative for the additional partial FTE Administrative Technician position, would be to continue the current arrangement of the split FTE. Such an alternative would be operationally undesirable given increased work levels and separated geographic locations of the critical support position. RECOMMENDATION: Approval of the Ordinance.
