A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, TO FILE AN APPLICATION FOR
FEDERAL ASSISTANCE WITH THE FEDERAL AVIATION
ADMINISTRATION FOR A WILDLIFE PERIMETER FENCE AT
PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE
MAYOR TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Application for Federal Assistance, including all understandings and assurances
contained therein, for a Wildlife Perimeter Fence at the Pueblo Memorial Airport, a copy of which
is attached hereto, is hereby approved and authorized to be filed with the Federal Aviation
Administration.
SECTION 2.
The Mayor is hereby authorized to execute the Application on behalf of the City of Pueblo.
SECTION 3.
The officers of the City are directed and authorized to perform any and all acts consistent
with the intent of this Resolution and the attached instruments to effectuate the transactions
described therein.
SECTION 4.
The Resolution shall become effective immediately upon passage and approval.

PERIMETER FENCE AT PUEBLO MEMORIAL AIRPORT AND
AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Resolution will authorize the filing of an Application for Federal Assistance with the
Federal Aviation Administration (FAA) for a wildlife perimeter fence to be built at Pueblo
Memorial Airport.
PREVIOUS COUNCIL ACTION:
City Council approved an application for supplemental funding under the Airport Improvement
Program (AIP) through Resolution No. 14065 on October 22, 2018. Additionally, City Council
approved a contract with Dibble and Associates Consulting Engineers to provide the
engineering services to design the project through Ordinance No. 9491 on May 28, 2019.
BACKGROUND
The Federal Aviation Administration funded an Airport Improvement Program grant to conduct a
Wildlife Hazard Assessment at the Pueblo Memorial Airport (PUB). This Wildlife Hazard
Assessment indicated that wildlife presented a safety hazard to the operation of aircraft and that
a Wildlife Hazard Management Plan be written for PUB. A requirement of the plan is to replace
the barbed wire fence on the east, north, and west boundaries of PUB with a wildlife fence to
exclude hazardous mammal species. This is a capital-intensive project for which funding has not
been available.
In the fall of 2018, an application was submitted to the FAA to install the wildlife fence as part of
the Consolidated Appropriations Act, 2018, which appropriated supplemental money for AIP
eligible projects. The FAA has indicated that the wildlife fence project will not receive money under
this program. However, they have indicated that if PUB is able to design the project, it is high on
the priority list to fund in Federal Fiscal Year 2019 or Federal Fiscal Year 2020, as funds may
allow. In order to qualify for traditional AIP funds, this grant application must be submitted to the
FAA as the previous grant application only applied to the supplemental funds.
FINANCIAL IMPLICATIONS:
The total project is estimated at $4,275,000. The Application for Federal Assistance is for
$4,061,250.00 or 95% of the project funds. The City will be responsible for $213,750.00 or
5% of the project funds.
The City appropriated $389,013.00 to fund the design of the project under Ordinance No.
9491. Ninety-five percent of those funds will be reimbursed by the grant and will be available
to match this grant.

Not applicable.
STAKEHOLDER PROCESS:
Airport staff met with airport stakeholders on May 2, 2019 to discuss this project.
ALTERNATIVES:
If this agreement is not approved, the project will not be undertaken. Funding in future years will
be used to complete this project rather than for other beneficial projects.
RECOMMENDATION:
It is the recommendation of the Department of Aviation that the request to submit the
Application for Federal Assistance be approved.
