HomeMy WebLinkAbout14239 RESOLUTION NO. 14239 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $444,700 TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM TO ASSIST IN FUNDING THE ARKANSAS RIVER LEVEE TRAIL PROJECT AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, City Council supports and authorizes the City of Pueblo to submit a grant application for the Arkansas River Levee Trail Project Connect Initiative for the purposes of constructing a trail on top of the Arkansas River Levee and multiple neighborhood connections to the new Levee Trail; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Mayor is hereby authorized to execute and deliver an application to the State of Colorado for funding assistance from the Department of Local Affair’s Energy and Mineral Impact Assistance Program, to assist in funding the Arkansas River Levee Trail Project. SECTION 2. The City of Pueblo is requesting a total of $444,700 in Energy and Mineral Impact Assistance Funding for the Arkansas River Levee Trail Project. The City will be providing $375,000 in Conservation Trust Funds and $500,000 of Colorado Department of Transportation, Transportation Alternative funds for the Project. Pueblo Conservancy District will provide $2,074,600 in-kind matching funds for the Project. The City will apply to the Great Outdoors Colorado Connect Initiative for the remaining $2,000,000. The total project cost for the Arkansas River Levee Trail Connect Initiative is $5,394,300. SECTION 3. A copy of the grant will be on file at the City of Pueblo’s Department of Planning and Community Development. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Trail construction will focus on creating neighborhood connections from the Westside, Grove, and Blocks neighborhoods to the new Arkansas River Levee Trail and the addition of site amenities including, river access from the Levee, seating, lighting, and shade structures adjacent to Whitewater Park. The proposed Levee Trail will be an addition to the 25-mile Pueblo River Trails System and the Colorado Front Range Trail corridor, which were identified by Governor Hickenlooper as a priority trail corridor. 7. Gradisar, Mayor VIA: Brenda Armijo, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $444,700 TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM TO ASSIST IN FUNDING THE ARKANSAS RIVER LEVEE TRAIL PROJECT AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Grant will fund the construction of a soft and hard surface trail on top of the Arkansas River Levee, Levee Trail connections to the Lower Westside, Grove, and Blocks neighborhoods. PREVIOUS COUNCIL ACTION: The Pueblo City Council established the Pueblo Arkansas River Flood Levee Master Plan Project PL1703, by Ordinance No. 9130, dated May 22, 2017. BACKGROUND: The City of Pueblo is applying for a $444,700 grant through the Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Fund for the Arkansas River Levee . Trail ProjectThe Arkansas River Levee Trail Project is a new trail project that was developed in conjunction with the Pueblo Conservancy District’s Arkansas River Levee Rehabilitation Project. Trail construction will focus on creating neighborhood connections from the Westside, Grove, and Blocks neighborhoods to the new Arkansas River Levee Trail with the addition of site amenities including, river access from the Levee, seating, lighting and shade structures adjacent to the Whitewater Park. FINANCIAL IMPLICATIONS: The DOLA Funds will be awarded in November 2019. Funds for the Arkansas River Levee Trail will be budgeted and appropriated by the City before entering into a grant contract. The City will make $875,000 available during the term of the grant between 2020 and 2021. A grant request to Great Outdoors Colorado Connect Initiative, for $2,000,000 will be submitted August 1, 2019. Total cost for the Arkansas River Levee Project is $5,394,300.
