AN ORDINANCE AUTHORIZING FUNDS IN THE AMOUNT
OF $69,292 FROM THE BLACK HILLS ENERGY
UNDERGROUND UTILITY FUND TO BE EXPENDED FOR
THE ARKANSAS RIVER TRAIL, PHASE 4 PROJECT,
PL1606
WHEREAS, The Arkansas River Trail Upgrade and Safety Improvements Phase
4 Project, PL1606 has been established; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $69,292 are hereby authorized and made available to be
expended from the Black Hills Underground Utility Fund to place existing overhead utility
lines underground for said Project.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Ordinance to implement the policies and procedures described
herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and
City Council.

FROM THE BLACK HILLS ENERGY UNDERGROUND UTILITY FUND TO
BE EXPENDED FOR THE ARKANSAS RIVER TRAIL, PHASE 4
PROJECT PL1606
SUMMARY:
The proposed Ordinance would authorize the use of the Black Hills Underground Utility
Funds for the Arkansas River Trail Phase 4 Project. Funds in the amount of $69,292 shall
be expended for Project PL1606. The funds will be used to provide local match money to
a Colorado Department of Transportation (CDOT) Grant, underground powerlines near
the River’s edge and provide street and area lighting.
PREVIOUS COUNCIL ACTION:
The Pueblo City Council authorized funds in the amount of $88,237 to be expended from
the Black Hills Underground Utility Fund to place existing overhead utility lines
underground for the Project, dated July 11, 2016 by Ordinance No. 9010.
BACKGROUND:
The City of Pueblo will complete Phase 4 of the Arkansas River Trail Upgrade and Safety
Improvement Project which includes the construction of a trail head parking area along
th
the west side of the 4 Street Bridge, a vehicle access road to the river and handicap
parking and drop off to the White Water Park. Prices have increased from $88,237 to
$189,454 since the last authorization from City Council in 2016. The additional funds in
the amount of $69,292 are needed to provide the undergrounding of overhead lines,
installation of lighting and to provide the local matching funds to a CDOT grant.
FINANCIAL IMPLICATIONS:
Funds in the amount of $69,292 shall be expended for the Arkansas River Trail
Upgrade and Safety Improvements, Project PL1606.

Not applicable.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Ordinance will result in the cancellation of the Project.
RECOMMENDATIONS:
Approve the Ordinance.
