SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A
GRANT APPLICATION FOR EL POMAR FOUNDATION FUNDS FOR THE
GATEWAY TO THE SOUTHWEST I-25 ART PROJECT AND
AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Grant will provide funding to Gateway to the Southwest I-25 Art Project.
PREVIOUS COUNCIL ACTION:
The Pueblo City Council has established the I-25 Gateway Dillon Drive Bridge Art Project,
PL1801, dated January 22, 2018 by Ordinance No. 9229.
BACKGROUND:
The City of Pueblo is applying for a $100,000 grant through the El Pomar Foundation for
.
the Gateway to the Southwest I-25 Art ProjectA community group was established in
2014 to promote public art on the new Dillon Flyover Project. The group was made up of
Pueblo Urban Renewal Authority (PURA) members, the City staff, local artists and
interested citizens. The Project consists of four components. The first component is the
capital component for the design and construction of a pair of 45-foot sculptures, installed
in the roundabouts on the bridge. The Sculptures will be seen by approximately 18.7
million vehicles annually from I-25. Secondly, there is a program component or
Community Participation Planwhich consists of public meetings, promotion, marketing
and an online based web site for submittals by the community and recognition of project
donors. The third component will be the construction of two small replica sculptures
located Downtown to provide access to visitors who cannot stop at the main sculptures
on Dillon Drive bridge. Finally, a stewardship fund will be established to take care of the
maintenance of the Gateway Sculptures such as graffiti and lighting. The City Planning
Department is currently involved in raising funds for the $800,000 Project.
FINANCIAL IMPLICATIONS:
The amount requested from the EL Pomar Foundation is $100,000. The Project estimated
budget is $800,000 of which $480,000 has been raised. The following is a funding
breakdown of the Project:
EL Pomar Foundation $100,000
City of Pueblo $130,000
Robert Hoag Rawlings Foundation $300,000
Garone Nicksich Foundation $ 50,000
TOTAL $580,000
If the City is awarded the Grant, remaining funds to be raised will be $220,000.
BOARD/COMMISSION RECOMMENDATION:
No previous board or commission actions.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Resolution will result in the delay of the Project.
RECOMMENDATIONS:
Approval of the Resolution.

A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT A GRANT APPLICATION FOR EL POMAR

SOUTHWEST I-25 ART PROJECT AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the City of Pueblo to submit a
grant application to El Pomar Foundation to provide funding for the Gateway to the
Southwest I-25 Art Project, NOW THEREFORE;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Mayor is hereby authorized to execute and deliver the grant application for
the Gateway to the Southwest I-25 Art Project on behalf of the City of Pueblo, to El Pomar
Foundation.
SECTION 2.
The City of Pueblo is requesting a total of $100,000 in El Pomar Foundation Funds
for the Gateway to the Southwest I-25 Art Project.
SECTION 3.
A copy of the grant application is attached hereto and is on file at the City of
Pueblo’s Department of Planning and Community Development.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution to implement the policies and
procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.
