A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT A GRANT APPLICATION FOR FEDERAL LANDS
ACCESS PROGRAM FUNDS FOR THE SAN ISABEL
NATIONAL FOREST/PUEBLO MOUNTAIN PARK ACCESS
PROJECT TO IMPROVE ROADS AND BRIDGES WITHIN
PUEBLO MOUNTAIN PARK THAT PROVIDE ACCESS TO
THE SAN ISABEL NATIONAL FOREST AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the City of Pueblo to submit a
grant application for Federal Lands Access Program Funds from the Federal Highway
Administration for road, bridge, and drainage improvements within the Pueblo Mountain
Park, NOW THEREFORE;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Mayor is hereby authorized to execute and deliver the grant application for
the San Isabel National Forest/Pueblo Mountain Park Access Project on behalf of the City
of Pueblo, to the Federal Highway Administration.
SECTION 2.
The City of Pueblo is requesting a total of $1,159,108 in Federal Lands Access
Program funds for the San Isabel National Forest/Pueblo Mountain Park Access Project.
The City will be providing $120,950 in Conservation Trust Funds and $120,000 of Pueblo
County 1A Capital Project funds for the Project. The total project cost for the San Isabel
National Forest/Pueblo Mountain Park Project Access is $1,400,058.
SECTION 3.
A copy of the grant application is attached hereto and is on file at the City of
Pueblo’s Department of Planning and Community Development.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution to implement the policies and
procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Grant will upgrade bridges, roads, and drainages within Pueblo Mountain Park that
provide access to trailhead parking areas. The trails within the Mountain Park provide the
only three legal public accesses for trails entering the San Isabel National Forest from the
entire Beulah Valley area.
PREVIOUS COUNCIL ACTION:
Resolution No. 9471 dated May 28, 2019 approved an Intergovernmental Agreement
(IGA) with Pueblo County authorizing $120,000 in County 1A Capital Project Funds to be
used as cash matching funds for this Project.
BACKGROUND:
The City of Pueblo is applying for a $1,159,108 grant through the Federal Highway
Administration Federal Lands Access Program for the San Isabel National Forest/Pueblo
.
Mountain Park Access ProjectThe Project will grade and resurface 2.5 miles of 20-foot
wide park roads with Class 6 aggregate material, the rehabilitation of three historic park
bridges, and reconstruct drainage adjacent to the roads to control erosion. Two trailhead
parking areas will be resurfaced with Class 6 aggregate material. The work will be
completed in three phases: 1) drainage improvements and creek realignment; 2) bridge
restoration; and 3) road grading and resurfacing. The trail accesses through Pueblo
Mountain Park are the only legal accesses on the eastern side of the San Isabel National
Forest extending from the Wetmore/Greenwood access points to the northwest that are
a completely different segment of the national forest. There is no other access to the
eastern boundary to the national forest extending to the south of the Mountain Park.
FINANCIAL IMPLICATIONS:
The amount requested from the Federal Lands Access Program is $1,159,108. Pueblo
County 1A funds in the amount of $120,000 have been committed to this grant project
through an IGA approved by City Council on May 28, 2019. If the grant is awarded, funds
in the amount of $120,950 will be requested to be budgeted and appropriated for the
City’s Conservation Trust Fund for the Project. The following is a funding breakdown of
the San Isabel National Forest/Pueblo Mountain Park Access Project:
FHWA Federal Land Access Program Funds $ 1,159,108.00
Pueblo County 1A Funds $ 120,000.00
City of Pueblo Conservation Trust Funds $ 120,950.00
TOTAL $ 1,400,058.00
BOARD/COMMISSION RECOMMENDATION:
No previous board or commission actions.
STAKEHOLDER PROCESS:
The Pueblo Mountain Park Environmental Center, Frontier Pathways Scenic Byway and
the Pueblo County Commissioners have all been engaged in the development of this
Project and provided letters of support.
ALTERNATIVES:
Denial of this Resolution will result in the $120,000 of County 1A funds being used by
Pueblo County for minor bridge and road repairs within the Mountain Park.
RECOMMENDATIONS:
Approval of the Resolution.
