Gradisar, Mayor VIA: Brenda Armijo, Acting City Clerk FROM: Sam Vigil, P.E., Director of Public Works SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO FOUNDATION FOR THE USE OF ALAN HAMEL AVENUE BETWEEN SANTA FE AVENUE AND MAIN STREET, AND MAIN STREET FROM D STREET TO ALAN HAMEL AVENUE TO HOST THE ANNUAL ROLLIN’ ON THE RIVERWALK SUMMARY: Attached is an application for a revocable permit submitted by the HARP Foundation. PREVIOUS COUNCIL ACTION: Resolution and Revocable Permit approval. BACKGROUND: The HARP Foundation has requested the closures of Alan Hamel Avenue between Santa Fe Avenue and Main Street, and Main Street from D Street to Alan Hamel Avenue on July 3, 2019, at 1:00 p.m. through July 5, 2019, at 1:00 p.m. to conduct the Annual Rollin’ on the Riverwalk. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: The Revocable Permit Review Committee recommends approval. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denying the Resolution will possibly result in the event being cancelled and/or held at an alternate location. Attachments: Revocable Permit, Letter of Intent, Certificate of Liability, Barricade Plan RESOLUTION NO. 14222 A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO FOUNDATION FOR THE USE OF ALAN HAMEL AVENUE BETWEEN SANTA FE AVENUE AND MAIN STREET, AND MAIN STREET FROM D STREET TO ALAN HAMEL AVENUE TO HOST THE ANNUAL ROLLIN’ ON THE RIVERWALK BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The attached Revocable Permit is authorized to be issued to the HARP Foundation for the use of Alan Hamel Avenue between Santa Fe Avenue and Main Street, and Main Street from D Street to Alan Hamel Avenue on July 3, 2019, at 1:00 p.m. through July 5, 2019, at 1:00 p.m. for the purpose of the Annual Rollin’ on the Riverwalk. SECTION 2. The use of the public right-of-way granted hereby is subject to all limitations, terms and conditions set forth in the attached Revocable Permit. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein.
