Background Paper for Proposed
Resolution
COUNCIL MEETING DATE: June 10, 2019
TO: President Dennis E. Flores and Members of City Council
CC: Nicholas A. Gradisar, Mayor
VIA: Brenda Armijo, Acting City Clerk
FROM: Benjamin Valdez, Acting Director of Transit
SUBJECT: A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION TO THE
FEDERAL TRANSIT ADMINISTRATION FOR THE BUSES AND BUS
FACILITIES INFRASTRUCTURE INVESTMENT PROGRAM FOR FEDERAL
ASSISTANCE IN RELOCATION OF THE PUEBLO TRANSIT ADMINISTRATION
AND MAINTENANCE FACILITY AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
SUMMARY:
Federal Transit Administration is accepting grant applications for the Buses and Bus Facilities
Infrastructure Investment Program. Pueblo Transit seeks City Council approval to submit an
application for the relocation of the Administration and Maintenance Facility currently located at
350 Alan Hamel Ave.
PREVIOUS COUNCIL ACTION:
No previous action.
BACKGROUND:
There is a strong desire to relocate Pueblo Transit’s Administration and Maintenance Facility
located at 350 Alan Hamel Avenue for the continued development of the Pueblo Riverwalk. The
cost of the entire project is approximately $15 million. It is anticipated that State funds in the
amount for the project will become available as a result of SB18-001 but will require a 50% local
match. This grant application request will leverage the state funds and reduce the local match.
The grant requests $6.0 million from FTA and would require a $1.5 million local match.
FINANCIAL IMPLICATIONS:
The grant request is for a total of $7.5 million; the Federal share is $6.0 million, and the required
local match is $1.5 million. The local match would be generated from additional HUTF funds
from SB18-001.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board recommends approval.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
The alternative, should this Resolution not pass, will require the City of Pueblo to provide all of
the 50% local match ($7.5 million) associated with SB18-001 project funds.
RECOMMENDATION:
Approval of the Ordinance.
