HomeMy WebLinkAbout09456 ORDINANCE NO. 9456 AN ORDINANCE APPROVING AND ACCEPTING THE COLORADO FIREFIGHTER SAFETY AND DISEASE PREVENTION GRANT, ESTABLISHING PROJECT NO. PS1902 WITH RESPECT TO SAID GRANT, AND BUDGETING AND APPROPRIATING $10,000 FOR THE PURPOSES AUTHORIZED BY THE GRANT WHEREAS, the Colorado Division of Fire Prevention and Control has tendered a grant award to the City of Pueblo in the amount of $10,000; and WHEREAS, acceptance of the award is in the best interest of the City; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Colorado Firefighter Safety and Disease Prevention Grant in the amount of $10,000 including the award letter and application (“Grant Agreement”), true copies of which are attached hereto, having been approved as to form by the City Attorney, are hereby approved. The Mayor is authorized to execute the Grant Agreement in the name of the City. SECTION 2. Project No. PS1902 Firefighter Safety and Disease Prevention Grant is hereby established. The amount of $10,000 is hereby budgeted and appropriated to Project No. PS1902 for expenditure for the purposes authorized by the Grant Agreement. SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Ordinance and the attached Grant Agreement to effectuate the transactions described therein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. PS1902 WITH RESPECT TO SAID GRANT, AND BUDGETING AND APPROPRIATING GRANT FUNDS IN THE AMOUNT OF $10,000 FOR THE PURPOSES AUTHORIZED BY THE GRANT SUMMARY: If City Council approves and accepts the Colorado Firefighter Safety and Prevention Grant and establishes project number PS1902 this will provide funding in the amount of $10,000.00 for the purchase and installation of a commercial extractor. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The ordinance if approved will accept the Colorado Firefighter Safety and Disease Prevention Grant and budget and appropriate $10,000.00. The purpose of the grant is to provide funding directly to the City of Pueblo Fire Department in order to purchase a commercial extractor for washing firefighting personal protective equipment (PPE). The project will allow the department to add an extractor on the north side of the City. Currently, the city has four extractors, one is located downtown and the other three are located on the southside. Two of the existing extractors are more than 23 years old. The extractors are an integral part of the department’s cancer prevention program. FINANCIAL IMPLICATIONS: The total request will be for $10,000.00. The State of Colorado award for the Colorado Firefighter Safety and Disease Prevention grant is $10,000.00. Staff time will be required for grant monitoring and reporting. The Division of Fire Prevention and Control, is pleased to inform you that your grant application submitted under the FY2018-19 Colorado Firefighter Safety and Disease Prevention Grant has been approved. The grant amount approved by the Director for your award is $10,000. If your department is unable to utilize these awarded funds, please notify the Firefighter Safety and Disease Prevention Grants Manager no later than April 19, 2019, so remaining funds can be re-allocated. The Division has determined that your department will be able to purchase the approved items and request reimbursement, up to the awarded amount. The Division wilt reimburse an award recipient for money spent on approved firefighter equipment, training, and services related to firefighter safety and/or disease prevention pursuant to the award recipient's grant application. This Firefighter Safety and Disease Prevention Grant period will close on July 31, 2019 and all purchases must be made and reimbursement requests received by the Grant Manager by this date. The Division reserves the right to withhold reimbursement for items not originally requested and approved. A completed Grant Reimbursement Request consists of: • An itemized invoice(s) containing the Approved Item(s), unit costs, and quantity. • Proof of payment including, copies of original payment, such as a check or credit card receipt, as well as the corresponding bank and/or credit card statement. • All of the following forms must be completed a submitted by your Department: o The W-9; o The Reimbursement Request Form, and o The award letter dated, with your name printed, and signed indicating your understanding of the grant process, acceptance of the terms and agreement outlined therein. DFPC reserves the right to withhold reimbursement for items not originally requested and approved or conflicts of interests outlined in State fiscal rules and procurement policy.
