HomeMy WebLinkAbout09446As Amended April 22, 2019 ORDINANCE NO. 9446 AN ORDINANCE ESTABLISHING THE SH47 AND TROY AVENUE LANDSCAPE PROJECT, PL1902, TRANSFERING $20,000 IN FUNDS FROM THE FUND BALANCE ACCOUNT OF THE GENERAL FUND AND $4,575 FROM CO1010, ACCEPTING $7,000 IN DONATED FUNDS, AND BUDGETING AND APPROPRIATING $31,575 FOR SAID PROJECT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The SH47 and Troy Avenue Landscape Project, PL 1902, is hereby established and funds in the amount of $31,575 are hereby budgeted and appropriated for said project. SECTION 2. Funds in the amount of $20,000 are hereby authorized to be transferred from the Fund Balance Account of the General Fund to the SH47 and Troy Avenue Landscape Project, PL 1902. SECTION 3. Funds in the amount of $4,575 are hereby authorized to be transferred from the Streetscape Program Contributions, CO1010 to the SH47 and Troy Avenue Landscape Project, PL 1902. SECTION 4. Donated funds in the amount of $7,000 from Keep Pueblo Beautiful Association are hereby accepted for the SH47 and Troy Avenue Landscape Project, PL 1902. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Ordinance and Agreement to effectuate the policies and procedures described therein. Gradisar, Mayor VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development AN ORDINANCE ESTABLISHING THE SH47 AND TROY AVENUE LANDSCAPE PROJECT, PL1902, TRANSFERING $20,000 IN FUNDS FROM THE FUND BALANCE ACCOUNT OF THE GENERAL FUND AND $4,575 FROM CO1010, ACCEPTING $7,000 IN DONATED FUNDS, AND BUDGETING AND APPROPRIATING $31,575 FOR SAID PROJECT SUMMARY: This ordinance establishes the Capital Project PL1902 for the SH47 and Troy Avenue Landscape Project. The ordinance approves the transfer of funds in the amount of $20,000 from the Fund Balance Account of the General Fund and $4,575 from Streetscape Program Contributions, Capital Project CO1010 and accepts a donation of $7,000 from Keep Pueblo Beautiful Association. The total fund in the amount of $31,575 will be budgeted and appropriated into Capital Project PL1902. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The SH47 and Troy Avenue interchange landscape was constructed by the Colorado Department of Transportation in the year 2000. The landscape has suffered loss and neglect due to deferred maintenance and lack of designated maintenance funds. The project was identified as a highly-visible blighted landscape that has potential once again to be a gateway to the adjacent neighborhoods of CSU-Pueblo Campus, Belmont and the Eastside. A partnership was established with the City, CSU-Pueblo and the Keep Pueblo Beautiful Association to cleanup and renovate the landscape. The project will consist of the upgrade of the existing irrigation system and the installation of the new landscaping. The project will be added to the City’s annual Streetscape Maintenance Program. As Amended April 22, 2019 FINANCIAL IMPLICATIONS: Funds in the amount of $20,000 are being transferred from the Fund Balance Account of the General Fund into the project. BOARD/COMMISSION RECOMMENDATION: The Streetscape Advisory Committee recommended the landscape renovation project. STAKEHOLDER PROCESS: None. ALTERNATIVES: If City Council does not approve this Ordinance, the project will not be completed. RECOMMENDATION: Approval of the Ordinance.
