HomeMy WebLinkAbout09447 ORDINANCE NO. 9447 AN ORDINANCE BUDGETING AND APPROPRIATING ADDITIONAL FUNDS NOT TO EXCEED $56,424.00 TO PROJECT NUMBER PS1802 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants from the state government for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, City Council approved a Grant Agreement with the State of Colorado Department of Law Peace Officer Standards and Training (POST) on June 25, 2018, which awarded an initial $274,650.00 in funds law enforcement training purposes for the Central Mountain Training Region upon conditions recited therein or incorporated therein by reference; and WHEREAS, acceptance of the additional funds offered pursuant to the Agreement for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Additional funds in the amount of $56,424.00 are budgeted and appropriated to Project Number PS1802. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the attached agreementto effectuate the policies and procedures described herein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Davenport, Chief of Police SUBJECT: AN ORDINANCE BUDGETING AND APPROPRIATING ADDITIONAL FUNDS NOT TO EXCEED $56,424.00 TO PROJECT NUMBER PS1802 SUMMARY: City Council approved a Grant Agreement with the State of Colorado Department of Law Peace Officer Standards and Training (POST) on June 25, 2018, which awarded an initial $274,650.00 in funds. Attached is a State of Colorado Grant Funding Change Letter which awards an additional $56,424.00 in funds. This Ordinance budgets and appropriates those funds to project number PS1802. PREVIOUS COUNCIL ACTION: On June 25, 2018 City Council passed and approved Ordinance No. 9307, which approved and accepted the grant agreement, created Project Number PS1802, and budgeted and appropriated funds in the amount of $274,650.00. BACKGROUND: The State of Colorado Department of Law POST Grant Agreement provides funds to the thirty- nine (39) law enforcement agencies of the Central Mountain Training Region (“CMTR”) for the purpose of improving law enforcement technology and training and upgrading necessary equipment. The Pueblo Police Department acts as the fiscal agent for this grant. Decisions related to training, equipment, and technology will be made with the assistance of an advisory board. When excess funds are available to the State, the Colorado Department of Law will award additional funds to CMTR before the end the fiscal year to purchase additional equipment. FINANCIAL IMPLICATIONS: As detailed in Ordinance No. 9307, this grant will require monitoring, auditing, and submission of financial documents which will impact the City with staffing costs. The grant does provide monies to offset those expenditures. The Police Department realizes infrastructure benefits as well. Improvements to the Department’s shooting range facility and classroom spaces are allowable under this grant. One (1) sworn full-time Police Department employee has been selected to administer this program along with employees from the Finance Department. The City of Pueblo is responsible for administering the drawdown of the grant. The City will submit quarterly reports to Colorado POST documenting expenditures. Matching funds from the City are not required for this grant or any additional appropriations made thereunder. Funds from this additional award will be used to purchase a portable wall training system. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Central Mountain Training Region law enforcement leaders and the Pueblo Police Department support the award and appropriation of the additional funds for the purchase of the portable wall training system. ALTERNATIVES: Decline the offer of an additional $56,424.00 from Colorado POST. If this occurs, the City will not be able to purchase additional equipment. RECOMMENDATION: Approval of the Ordinance.
