HomeMy WebLinkAbout14195RESOLUTION NO. 14195 A RESOLUTION CONFIRMING THE APPOINTMENTS BY THE MAYOR OF FIFTEEN MEMBERS TO THE NEWLY ESTABLISHED STANDING COMMITTEES OF THE PUEBLO HISTORIC PRESERVATION COMMISSION WHEREAS, the Bylaws of the Pueblo Historic Preservation Commission were amended on December 12, 2018 authorizing the establishment of Standing Committees in accordance with Section 4-14-4 (f) of the Pueblo Municipal Code; and, WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City Council of his appointment of the following individuals to the newly established Standing Committees of the Pueblo Historic Preservation Commission expiring December 31, 2020; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The appointment by the Mayor of the following individuals to newly established Standing Committees of the Pueblo Historic Preservation Commission expiring December 31, 2020 shall be and hereby is confirmed by the City Council: Weston Burrer William Casey Jane Cawlfield Janet Dash Erick Javaneau Corinne Koehler Spencer Little Michael Mahan Angela Rayne Alexandra Romero Andrew Sanchez Matthew Taylor Kerrelyn Trent Steven Trujillo Margaret Ward-Masias SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Resolution to implement the appointments described therein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. Gradisar, Mayor VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development A RESOLUTION CONFIRMING THE APPOINTMENTS BY THE MAYOR OF FIFTEEN MEMBERS TO THE NEWLY ESTABLISHED STANDING COMMITTEES OF THE PUEBLO HISTORIC PRESERVATION COMMISSION SUMMARY: This Resolution appoints fifteen individuals to the newly established standing committees of the Pueblo Historic Preservation Commission expiring December 31, 2020. PREVIOUS COUNCIL ACTION: City Council has made appointments to the Pueblo Historic Preservation Commission selecting individuals to serve terms which expire at the end of a particular calendar year. Amended City Charter Section 4-4 (i) now requires that appointments to City boards, commissions and committees be made by the Mayor, subject to confirmation by City Council. BACKGROUND: In 2018, Pueblo Historic Preservation Commission (HPC) determined that the Commission needs to identify ways to fulfill their mission. Staff drafted an amendment to the HPC bylaws to establish “standing committees”, which the HPC adopted at their 12/12/2018 meeting. The amendment to the bylaws established standing committees, in accordance to Pueblo Municipal Code, Section 4-14-4 (f). The committees shall conform to the statement of purpose of the Title IV – Building Regulations, Chapter 4 - Pueblo Historic Preservation Code. The standing committee will be divided into three (3) sub-committees: 1. Planning Committee 2. Standards Committee and 3. Education Committee. The Planning Committee will facilitate a preservation action plan for the City of Pueblo. This committee will guide a network of stakeholders on identifying the relevance of historic preservation to citizens, partners and government. The Standards Committee will recommend amendments to the Pueblo Standards of Appropriateness in a manner conforming to the Historic Preservation Code. Applicants for a Certificate of Appropriateness must adhere to the Standards when making exterior alterations to local landmarks and historic districts. The Education Committee will provide education on all phases of historic preservation to the Pueblo community. BOARD/COMMISSION RECOMMENDATION: The Pueblo HPC adopted a standing committee amendment to its bylaws on December 12, 2018. The HPC recommended appointment and confirmation of the above listed individuals to certain standing committees on December 12, 2018, January 9, February 13, March 13, and April 10, 2019. STAKEHOLDER PROCESS: None. ALTERNATIVES: Remove from agenda and re-advertise for additional applications. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: Proposed Resolution.
