HomeMy WebLinkAbout14181RESOLUTION NO. 14181 A RESOLUTION CONFIRMING THE APPOINTMENT OF JEFFREY L. HAWKINS TO THE POSITION OF DIRECTOR OF STORMWATER WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City Council of his appointment of Jeffrey L. Hawkins to the vacant position of Director of Stormwater; and WHEREAS, Mr. Hawkins meets and surpasses the qualifications for appointment as the Director of Stormwater based upon his education, training and experience; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: The appointment by the Mayor of Jeffrey L. Hawkins as Director of Stormwater shall be and hereby is confirmed by the City Council. SECTION 2: The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Resolution which are necessary or appropriate to implement the appointment described herein. SECTION 3: This Resolution shall become effective immediately upon passage and approval. Flores and Members of City Council VIA: Brenda Armijo, Acting City Clerk FROM: Mayor Nicholas A. Gradisar SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF JEFFREY L. HAWKINS TO THE POSITION OF DIRECTOR OF STORMWATER SUMMARY: The Mayor has appointed Jeffrey L. Hawkins to the vacant position of Director of Stormwater and requests confirmation of said appointment by the City Council. Such appointment is based on Mr. Hawkins’ education, training, experience and fitness for the position. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Since the recession of 2009, the Public Works Director has assumed both the duties of that position as well as the Stormwater Director duties. In February of 2018, the Public Works Director position and, due to the aforementioned staffing arrangement, the Stormwater Director position was vacated when the prior incumbent resigned from the City. Upon his departure, the Assistant City Manager of Stormwater, now called the Assistant Mayor of Stormwater incumbent was stepped up to cover the Public Works Director, Stormwater Director duties, as well as those associated with his own position. In February of 2019, this incumbent left the City creating vacancies in all three positions (Public Works Director, Stormwater Director and Assistant Mayor of Stormwater). After a review of duties and missions of both the Stormwater and Public Works Departments, Mayor Gradisar elected to fill the two director level positions independently and to leave the Assistant Mayor of Stormwater position vacant. Mr. Hawkins has been performing the duties of Acting Director of Stormwater since March 1, 2019. The Mayor has reviewed Mr. Hawkins qualifications and believes his extensive engineering and project management experience makes him a qualified candidate for this position. Mr. Hawkins has served the City as Stormwater Coordinator since being hired with the City of Pueblo in July 2015. Since 2004, Mr. Hawkins has been a licensed Colorado Professional Engineer (License No. PE 38442) and was awarded a Bachelor of Science Degree in Civil Engineering from Colorado State University – Fort Collins in 1995. Mr. Hawkins is also an ASFPM Certified Floodplain Manager. FINANCIAL IMPLICATIONS: The salary and benefits of the Director of Stormwater have been budgeted and appropriated within the 2019 budget. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: Failure to confirm the appointment of the Director of Stormwater vacancy will result in that position remaining vacant. RECOMMENDATION: Approval of the Resolution.
