RESOLUTION NO. 14176
A RESOLUTION CONFIRMING THE APPOINTMENT OF
SAMUEL S. VIGIL TO THE POSITION OF DIRECTOR OF
PUBLIC WORKS
WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City
Council of his appointment of Samuel S. Vigil to the vacant position of Director of Public
Works; and
WHEREAS, Mr. Vigil meets and surpasses the qualifications for appointment as
the Director of Public Works based upon his education, training and experience; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The appointment by the Mayor of Samuel S. Vigil as Director of Public Works
shall be and hereby is confirmed by the City Council.
SECTION 2:
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution and the attached agreements which are
necessary or appropriate to implement the appointment described herein.
SECTION 3:
This Resolution shall become effective immediately upon passage and
approval.

SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF SAMUEL S.
VIGIL TO THE POSITION OF DIRECTOR OF PUBLIC WORKS
SUMMARY:
The Mayor has appointed Samuel S. Vigil to the vacant position of Director of Public
Works and requests confirmation of said appointment by the City Council. Such
appointment is based on Mr. Vigil’s education, training, experience and fitness for the
position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Director of Public Works position became vacant in February 2018 and has been
filled on an interim basis since that time. The Mayor has reviewed the qualifications of
Mr. Vigil, who currently serves as the Engineering Manager within the Public Works
Department, a position he has held for the last 13 of more than 30 years of employment
by the City of Pueblo. Since 2006, Mr. Vigil has been a licensed Colorado Professional
Engineer (License No. PE 40352) and was awarded a Bachelor of Science Degree in
Civil Engineering Technology from the University of Southern Colorado (now Colorado
State University – Pueblo) in 1981.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of Public Works have been budgeted and
appropriated within the 2019 budget.

Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
Failure to confirm the appointment of the Director of Public Works vacancy will result in
that position remaining vacant.

Approval of the Resolution.
