RESOLUTION NO. 14175
A RESOLUTION CONFIRMING THE APPOINTMENT OF TROY
D. DAVENPORT TO THE POSITION OF DEPUTY MAYOR
WHEREAS, Section 4-5 of the City Charter requires that the Mayor appoint a Deputy Mayor
on an annual basis; and
WHEREAS, Mayor Nicholas A. Gradisar has requested confirmation by the City Council of
his appointment of Troy D. Davenport to the position of Deputy Mayor; and
WHEREAS, Mr. Davenport meets and surpasses the qualifications for appointment as the
Deputy Mayor based upon his education, training and experience; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The appointment by the Mayor of Troy D. Davenport as Deputy Mayor shall be and
hereby is confirmed by the City Council.
SECTION 2:
This appointment shall terminate on December 31, 2019 unless the Mayor reappoints
Mr. Davenport to the position of Deputy Mayor.
SECTION 3:
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or
appropriate to implement the appointment described herein.
SECTION 4:
This Resolution shall become effective immediately upon passage and approval.

SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF TROY D.
DAVENPORT TO THE POSITION OF DEPUTY MAYOR
SUMMARY:
The Mayor has appointed Troy D. Davenport to the position of Deputy Mayor and requests
confirmation of said appointment by the City Council. Such appointment is based on Mr.
Davenport’s education, training, experience and fitness for the position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Deputy Mayor position was created by the adoption of Ballot Issue 2A by the voters of the
City of Pueblo on November 7, 2017. Ballot Question 2A changed the form of government of
the City from a Council-City Manager format to a Mayor-Council format. The Mayor has
reviewed the qualifications of Mr. Davenport, who currently serves as the City’s Chief of Police,
a position he has held for approximately the last 2 of more than 25 years of employment by the
City Police Department. Mr. Davenport was awarded a Bachelor of Science Degree (with
honors) in Sociology (with an emphasis in Criminology) from the University of Southern
Colorado (now Colorado State University – Pueblo) in 2000. In 2011, Mr. Davenport received a
Master of Public Administration Degree (with honors) from the University of Colorado at
Colorado Springs. He is also a graduate of the FBI National Academy (2008).
FINANCIAL IMPLICATIONS:
Mr. Davenport will continue to serve as Chief of Police and will not receive additional
compensation as Deputy Mayor.

Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
Failure to confirm the appointment of the Deputy Mayor will result in that position remaining
vacant.

Approval of the Resolution.
