AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5,
OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO
THE FY 2019 CLASSIFICATION AND PAY PLAN BY
ESTABLISHING THE PAY SCALE FOR THE CHIEF OF STAFF
AND REMOVING THE PAY SCALE FOR DEPUTY MAYOR
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2019), are amended to read
as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The pay range for the appointed classification of Chief of Staff for 2019

B. The amended pay range for the appointed classification of Deputy Mayor for 2019

CLASS TITLE Salary Information
No monthly salary is provided with respect to appointment to
the position of Deputy Mayor. All compensation received by

continued.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate and transactions described therein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT:
TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY
2019 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY
SCALE FOR THE CHIEF OF STAFF AND REMOVING THE PAY SCALE
FOR DEPUTY MAYOR
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay
rate and salary schedule for the Chief of Staff position and the removal of the pay rate for Deputy
Mayor.
PREVIOUS COUNCIL ACTION:
In December 2018, City Council approved the annual Salary Ordinance for the 2019 fiscal year.
BACKGROUND:
Honorable Mayor Nicholas A. Gradisar requests to adjust department staffing within the Mayor’s
Office by the addition of a new position titled “Chief of Staff” which shall be an Assistant Deputy
Mayor in the Unclassified Service.
The appointed Chief of Staff will provide critical staff support to the Mayor’s office by directing,
managing and overseeing the activities of various City departments. The Chief of Staff will assist
the Mayor in developing and guiding strategy, creating and executing policy development,
planning fiscal and budget management and will develop an effective organizational structure
among other complex management responsibilities.
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the Mayor and submitted
to City Council. The recommended salary range is identical to that previously approved for the
Deputy Mayor classification.
It is the intent that the role of Deputy Mayor shall be limited to what is required by Charter which
generally concerns succession to Mayor in case of any vacancy. As such, no additional pay is
anticipated for such appointment other than that salary received by the Department Head who is
so appointed. The removal of the pay rate for Deputy Mayor reflects this change.
FINANCIAL IMPLICATIONS:
Funding for the salary for the position of Chief of Staff will come from diverting the funding
associated with the Deputy Mayor position in the 2019 general fund budget in the approved
amount of $100,000.
No monthly salary is provided with respect to appointment to the position of Deputy Mayor. All
compensation received by the Department Director appointed this this position shall be continued
