HomeMy WebLinkAbout09424 ORDINANCE NO. 9424 AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2019 STAFFING ORDINANCE BY THE ADDITION OF THE CHIEF OF STAFF POSITION WITHIN THE MAYOR’S OFFICE WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Mayor’s Office;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “MAYOR’S OFFICE” of Ordinance No. 9387, being the 2019 Staffing Ordinance, is amended as follows: Mayor’s Office Mayor 1 Deputy Mayor 1 Chief of Staff 1 Secretary to the Mayor 1 Administrative Assistant 1 Total 5 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar, Mayor Marisa Pacheco – Human Resources Director SUBJECT: AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2019 STAFFING ORDINANCE BY THE ADDITION OF THE CHIEF OF STAFF POSITION WITHIN THE MAYOR’S OFFICE SUMMARY: The Mayor’s Office requests to adjust its staffing by adding the position of Chief of Staff. PREVIOUS COUNCIL ACTION: On December 10, 2018, Ordinance No. 9387 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2019. BACKGROUND: Honorable Mayor Nicholas A. Gradisar requests to adjust department staffing within the Mayor’s Office by the addition of a new position titled “Chief of Staff” which shall be an Assistant Deputy Mayor in the Unclassified Service. The Chief of Staff will provide critical staff support to the Mayor’s office by directing, managing and overseeing the activities of various City departments. The Chief of Staff will assist the Mayor in developing and guiding strategy, creating and executing policy development, planning fiscal and budget management and will develop an effective organizational structure. The Chief of Staff will collaborate with Department Directors on daily issues and special projects; advise and assist the Mayor in delivery of City services; liaison with City Council and the general public, boards, commissions and citizen groups. The Chief of staff will be responsible to provide interpretation and advice to City staff regarding concerns or problems; conflict management and resolution to complex and politically sensitive issues, It is the intent that the role of Deputy Mayor shall be limited to what is required by Charter which generally concerns succession to Mayor in case of any vacancy. As such, no additional pay is anticipated for such appointment other than that salary received by the Department Head who is so appointed. FINANCIAL IMPLICATIONS: Funding for the position of Chief of Staff will come from diverting the funding associated with the Deputy Mayor position in the 2019 general fund budget in the approved amount of $100,000. No additional funding is required. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: None. This is the direction of the Mayor regarding his departmental staffing. RECOMMENDATION: Approval of the Ordinance.
