A RESOLUTION AUTHORIZING THE PUEBLO URBAN
RENEWAL AUTHORITY TO COMPLETE A CONDITIONS
SURVEY TO DETERMINE WHETHER A PORTION OF PUBLIC
AND PRIVATE LANDS LOCATED WITHIN THE DOWNTOWN
EXPANDED URBAN RENEWAL AREA, ESTABLISHED BY
ORDINANCE NO.7133, AND THE SOUTH SANTA FE URBAN
RENEWAL AREA, ESTABLISHED BY ORDINANCE NO. 7534,
SHOULD BE REMOVED FROM SAID PROJECT AREAS AND
REVALUATED FOR THE PURPOSE OF EXTENDING THE
HISTORIC ARKANSAS RIVERWALK OF PUEBLO, AND TO
DETERMINE IF SAID PROPERTIES ARE A SLUM, BLIGHTED
AREA, OR A COMBINATION THEREOF, AND TO NOTIFY
OWNERS OF PROPERTY IN THE AREA OF SUCH STUDY
WHEREAS, the Pueblo Urban Renewal Authority believes the existing urban renewal
areas in downtown Pueblo do not provide the financial wherewithal to acquire private lands
necessary for extending the Historic Arkansas Riverwalk of Pueblo; and
WHEREAS, it is the desire of City of Pueblo to extend the Historic Riverwalk of Pueblo in
the furtherance of the community goals to remove slum, blight or a combination thereof; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The Pueblo Urban Renewal Authority (the "Authority") is hereby directed to complete a
conditions survey pursuant to Section 31-25-107(1)(b) Colorado Revised Statutes to determine if
the properties depicted on Exhibit A is a slum, a blighted area or combination thereof.
SECTION 2:
Within thirty days of the authorization of the study described in Section 1, the Authority
shall notify the owners of property in the area of such study pursuant to Section 31-25-
107(1)(b) Colorado Revised Statutes.
SECTION 3:
Within thirty days of the authorization of the study described in Section 1, the Authority
shall notify each public body that levies ad valorem property tax in the area of the study.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and all
acts consistent with this Resolution to implement the policies and procedures described
herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution authorizes the Pueblo Urban Renewal Authority to complete a conditions survey
evaluating public and private properties, already located within two separate urban renewal areas,
for the purpose of extending the Historic Riverwalk of Pueblo in furtherance of the goal to remove
slum, blight or a combination thereof.
PREVIOUS COUNCIL ACTION:
City Council previously passed and approved the following:
February 9, 2004 - Downtown Expanded Urban Renewal Area Plan via Ordinance No.
7113;
November 13, 2006 – South Santa Fe Urban Renewal Area Plan via Ordinance No. 7534;
December 26, 2018 – Resolution Authorizing the Pueblo Urban Renewal Authority to
perform a feasibility analysis for the purpose of potential funding relating to the extension
of the Historic Riverwalk of Pueblo.
BACKGROUND:
It is the City of Pueblo’s desire to extend the Historic Arkansas Riverwalk of Pueblo in furtherance
of the community’s goals to revitalize the downtown area. The Pueblo Urban Renewal Authority
has determined that the existing South Santa Fe and Expanded Downtown Urban Renewal Areas
do not provide the financial wherewithal to acquire private lands necessary for the extension.
FINANCIAL IMPLICATIONS:
None
BOARD/COMMISSION RECOMMENDATION:
Pueblo Urban Renewal Authority recommends approval.
STAKEHOLDER PROCESS:
None; a stakeholder process will commence if the Resolution is passed.
ALTERNATIVES:
None.
