A RESOLUTION AUTHORIZING THE ISSUANCE OF A
REVOCABLE PERMIT TO PARKVIEW MEDICAL CENTER FOR
THE USE OF THE ALBANY AVENUE RIGHT-OF-WAY TO
INSTALL A TEMPORARY GATE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The attached Revocable Permit is authorized to be issued to Parkview Medical Center for
thth
the temporary use of the Albany Avenue between East 11 Street and East 12 Street. The gate
shall be removed when the Albany Avenue right-of-way is needed for realignment of I-25 or any
other reason so deemed necessary by the City of Pueblo.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 4.
The City Clerk is directed to cause said Revocable Permit to be forthwith recorded in the
office of the Pueblo County Clerk and Recorder.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is an application for a revocable permit submitted by Parkview Medical Center to install
thth
a temporary gate across Albany Avenue between vacated East 11 and 12 Streets.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Parkview Medical Center is requesting the use of the Albany Avenue right-of-way between the
thth
now vacated East 11 and 12 Streets. Parkview plans to install a temporary gate to close off
th
access to Albany Avenue north of East 11 Street. This portion of Albany Avenue is unmaintained
and is not built to current standards to allow vehicles to turnaround at what is now a dead end at
th
East 12 Street. The intent in closing this block of Albany Avenue is to prevent access to this area
th
to prevent dumping of trash and encourage vehicles to turn around at East 11 Street. The Albany
Avenue is needed for future realignment of I-25 and cannot be vacated.
FINANCIAL IMPLICATIONS:
None
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None
ALTERNATIVES:
Denying the Resolution will leave this portion of Albany Avenue open with unrestricted access but
not spaces to turn-around.
