SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI
OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2019
CLASSIFICATION AND PAY PLAN BY REVISING THE PAY SCALE FOR THE
TAX AUDIT MANAGER CLASSIFICATION
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance that reflects revision to the pay
rate and salary schedule for the existing classification of Tax Audit Manager in the Finance
Department.
PREVIOUS COUNCIL ACTION:
In December 2018, City Council approved the annual Salary Ordinance for the 2019 fiscal year.
BACKGROUND:
The Finance Department requests to adjust the Tax Audit Manager pay scale to more accurately
reflect the level of supervisory and complex financial and tax audit work performed by the position.
The Tax Audit Manager classification is currently paid equivalent to a staff level Accountant II
classification. Staff accountants do not have any supervisory responsibility, nor do they handle
the complex sales tax and auditing management activities that the Tax Audit Manager is
responsible for. The Tax Audit Manager is responsible for the oversight of all sales tax activities
in the City, regularly represents the City on complex taxing matters and supervises an entire
division of professional and paraprofessional staff within the Finance Department. Therefore, the
scope and level of responsibility of the classification necessitate a fair pay scale for the position
in recognition of these distinguishing duties. As submitted, approval of this Ordinance revises the
2019 pay scale as recommended by the Human Resources Department.
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council.
FINANCIAL IMPLICATIONS:
The difference in funding required for the remainder of 2019 is approximately $2,456.

ALTERNATIVES:
The no action alternative would be to retain the current pay scale which is not internally equitable
given the significant responsibilities of the classification.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5,
OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO
THE FY 2019 CLASSIFICATION AND PAY PLAN BY REVISING
THE PAY SCALE FOR THE TAX AUDIT MANAGER
CLASSIFICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2019), are amended to read
as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range the Tax Audit Manager effective February 1,
2019.

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate and transactions described therein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
