HomeMy WebLinkAbout09415 ORDINANCE NO. 9415 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2019 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE PARKS AREA CREW LEADER BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2019), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The classification and pay range for all bargaining unit employees of the City effective January 1, 2019; B. The classification and pay range for all non-bargaining unit employees of the City effective January 1, 2019; C. The pay range for all unclassified employees of the City effective January 1, 2019. Flores and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Marisa Pacheco – Human Resources Director Steven Meier – Parks and Recreation Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2019 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE PARKS AREA CREW LEADER SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the Parks Area Crew Leader position. PREVIOUS COUNCIL ACTION: In December 2018, City Council approved the annual Salary Ordinance for the 2019 fiscal year. BACKGROUND: The Parks and Recreation Department requests to adjust its staffing by reclassifying the Park Caretaker, Senior to a newly created classification, Parks Area Crew Leader. The Human Resources Department performed a reclassification review of the Park Caretaker, Senior position. The reclassification review found that the Park Caretaker, Senior position, performs job duties that are higher level than those described in the corresponding job description; and it was recommended that the scope and level of responsibility are more adequately represented by a new job classification and pay scale. There are other Area Crew Leader positions that perform nearly identical level work in both the Streets Division of Public Works and in the Stormwater Department and the salary scale as submitted for approval by this Ordinance is identical to those positions and recommended by the Human Resources Department for internal equity purposes. Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Parks Area Crew Leader was already accounted for in the 2019 budget as approved by City Council as the reclassification review was already underway during budget development. Therefore, no new funding is required in 2019. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on January 24, 2019 to discuss the proposal. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher-level duties to other staff members within the Department. Such an alternative which would be operationally difficult as the higher-level responsibilities of this position are significant. RECOMMENDATION: Approval of the Ordinance.
