Flores and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: AN ORDINANCE ACCEPTING FUNDS IN THE AMOUNT OF $100,000 FROM THE ROBERT HOAG RAWLINGS FOUNDATION AND FUNDS IN THE AMOUNT OF $50,000 FROM THE GARONE-NICKSICH FOUNDATION FOR THE GATEWAY TO THE SOUTHWEST I-25 ART PROJECT AND BUDGETING AND APPROPRIATING SAID FUNDS IN THE AMOUNT OF $150,000 TO CAPITAL PROJECT-PL1801 SUMMARY: This Ordinance accepts two donations, one from the Robert Hoag Rawlings Foundation in the amount of $100,000 and a second donation from the Garone-Nicksich Foundation in the amount of $50,000. The Robert Hoag Rawlings Foundation donation is the first of two payments of a $300,000 donation to the Project. The donations in the amount of $150,000 will be budgeted and appropriated in Project PL1801-Gateway to the Southwest I-25 Art Project. PREVIOUS COUNCIL ACTION: On May 26, 2015, City Council approved Resolution No. 13237 supporting the concept for the installation of monumental public art sculptures on the new Dillon Flyover Bridge as a gateway feature to the City of Pueblo. At a City Council Work Session on December 11, 2017 the City Planning Department presented the Gateway to the Southwest Dillon Art Project and announced that Ken Williams Studios was the selected artist to construct and install the sculptures. In January of 2018, City Council approved $130,000 for the Project which equals 1% of the Dillon Drive Flyover construction costs. BACKGROUND: A community group was established in 2014 to promote public art on the new Dillon Flyover Project. The group was made up of Pueblo Urban Renewal Authority members, City staff, local artists, and interested citizens. The City worked with the group to verify the location of the proposed public art in the two-roundabout islands on the bridge. The group requested that funds equaling at least 1% of the Dillon Flyover Project costs or $130,000, be set aside for public art on the new Dillon Bridge. The funds would be used to leverage grants and donations to fund a $600,000 public art project. In 2017, the City along with a 9-member jury selected Ken Williams from a regional call for entries, to construct the dual art piece on the new bridge titled “Gateway to the Southwest.” The City Planning Department is currently involved in raising funds for the $600,000 Project. FINANCIAL IMPLICATIONS: The donated funds in the amount of $150,000 will be deposited, budgeted and appropriated into the Gateway to the Southwest I-25 Art Project - PL1801. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: The Project will not go forward if it is not funded. RECOMMENDATION : Approval of the Ordinance. Attachments: None ORDINANCE NO. 9408 AN ORDINANCE ACCEPTING FUNDS IN THE AMOUNT OF $100,000 FROM THE ROBERT HOAG RAWLINGS FOUNDATION AND FUNDS IN THE AMOUNT OF $50,000 FROM THE GARONE-NICKSICH FOUNDATION FOR THE GATEWAY TO THE SOUTHWEST I-25 ART PROJECT AND BUDGETING AND APPROPRIATING SAID FUNDS IN THE AMOUNT OF $150,000 TO CAPITAL PROJECT - PL1801 WHEREAS, The Gateway to the Southwest I-25 Art Project - PL1801 has been established; and, WHEREAS, a donation in the amount of $100,000 has been offered by the Robert Hoag Rawlings Foundation towards the Project; and, WHEREAS, a donation in the amount of $50,000 has been offered by the Garone- Nicksich Foundation towards the Project; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds from the Robert Hoag Rawlings Foundation in the amount of amount of $100,000 are hereby authorized to be accepted for the Gateway to the Southwest I-25 Art Project. SECTION 2. Funds from the Garone-Nicksich Foundation in the amount of amount of $50,000 are hereby authorized to be accepted for the Gateway to the Southwest I-25 Art Project. SECTION 3. Funds from said foundations in the amount of $150,000 are hereby budgeted and appropriated to Capital Project PL1801 - Gateway to the Southwest I-25 Art Project. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Ordinance to implement the policies and procedures established herein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
