SUBJECT: AN ORDINANCE ACCEPTING AN INCREASE IN GRANT FUNDS IN THE
AMOUNT OF $25,631 FROM THE FEDERAL AVIATION
ADMINISTRATION, BUDGETING AND APPROPRIATING MATCHING
FUNDS IN THE AMOUNT OF $1,349.80, AND INCREASING THE TOTAL
AMOUNT IN THE REHAB PORTION OF AIRCRAFT APRON PROJECT
NO. AP1801 TO $3,459,115.80
SUMMARY:
This Ordinance will accept a Federal Aviation Administration (FAA) grant amendment for
the rehabilitations of a portion of the aircraft apron project at the Airport.
PREVIOUS COUNCIL ACTION:
On December 26, 2017, City Council approved three resolutions: Resolution No. 13861
authorizing the filing of an application for federal assistance with the FAA, Resolution No.
13862 authorizing the filing of an application for a State grant, and Resolution No. 13864
approving an engineering agreement with Dibble & Associates (Dibble) to rehabilitate a
portion of the Airport’s aircraft apron. On August 13, 2018, City Council approved
Ordinance No. 9318, accepting the FAA grant and budgeting and appropriating FAA and
City funds to the project. Resolution No. 14029, on August 13, 2018 awarded the
construction contract to Kiewit Infrastructure Company. Ordinance No. 9385 was
approved on December 10, 2018 accepting the State grant and budgeting and
appropriating the State funds into the project.
BACKGROUND
This project rehabilitated a portion of the aircraft apron, constructed turf island areas, and
installed airfield lighting on the south side of Taxiway A. The project is nearing conclusion
and this amendment will allow the project to be completed. Due to additional design
changes made at the direction of the FAA, Dibble incurred additional costs. To cover this
increase, the FAA has extended an amendment to the original grant approved on August
13, 2018, to cover a portion of this additional cost.
FINANCIAL IMPLICATIONS:
The total project cost was $3,432,135.00 but will now be $3,459,115.80. The Federal
grant funds of $3,260,528.00 will increase by $25,631.00 and will now be $3,286,159.00.
The State funds will remain at $85,803.00. The City funds of $85,804.00 will increase by
$1,349.80 and will now be $87,153.80. The additional matching funds will come from
Grant Matches - Airport Project No. CIAN18.

RECOMMENDATION
The Department of Aviation recommends approval of this Ordinance.

AP1801 TO $3,459,115.80
WHEREAS, the City of Pueblo has received additional Federal Grant funds in the
amount of $25,631.00 for the Rehab Portion of Aircraft Apron Project No. AP1801; and
WHEREAS, the City is required to match the increased funds by contributing an
additional $1,349.80; and
WHEREAS, funds need to be budgeted and appropriated into the project; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo accepts Federal Aviation Administration grant funds in the amount
of $25,631.00, and hereby transfers those funds into the Rehab Portion of Aircraft Apron
Project No. AP1801, thereby increasing the total federal grant funds to $3,286,159.00.
SECTION 2.
Funds in the amount of $1,349.80 shall be transferred from the Grant Matches-Airport
Project No. CIAN18 and deposited into the Rehab Portion of Aircraft Apron Project No.
AP1801.
SECTION 3.
Funds in the amount of $26,980.80 are hereby budgeted and appropriated to the
Rehab Portion of Aircraft Apron Project No. AP1801.
SECTION 4.
Funding for the Rehab Portion of Aircraft Apron Project No. AP1801 is hereby increased to
$3,459,115.80.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures
described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
