RESOLUTION NO. 14151
A RESOLUTION ESTABLISHING A COMMISSION ON
HOMELESSNESS AND APPOINTING CO-CHAIRMEN AND
MEMBERS THERETO
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
There is hereby created a Commission on Homelessness (“Commission”) whose purpose
is to advise the Mayor and City Council regarding remedies for homelessness in the community
including the acquisition of an overnight sheltering place to be used by the City’s homeless
population.
SECTION 2.
The City Council hereby ratifies and adopts the following mission / vision statement which
has been proposed by the Commission:
“Our mission is to end homelessness through community
collaboration and advocacy, which will ensure long term economic
success for ALL citizens. Our vision is that every man, woman, and
child, have access and opportunity to suitable, safe, and affordable
housing.”
SECTION 3.
The following persons are hereby appointed to serve as members of the Commission:

SECTION 4.
Mark Aliff and Chris Wiseman are hereby appointed to serve as Co-Chairmen of the
Commission.
SECTION 5.
The Commission established hereby may be subsequently dissolved by the City Council
in City Council’s sole discretion.
SECTION 6.
The officers and staff of the City are authorized and directed to take any and all required
actions which are necessary or appropriate to implement the policies and procedures described
herein.
SECTION 7.
This Resolution shall become effective immediately upon final passage and approval.

SUMMARY:
Attached is a Resolution which creates a Homelessness Commission whose purpose is to advise
the Mayor and City Council regarding remedies for homelessness in the community including the
acquisition of an overnight sheltering place to be used by the City’s homeless population during
the cold weather months.
PREVIOUS COUNCIL ACTION:
On November 26, 2018, by Ordinance No. 9384, the City Council declared a temporary housing

and shelter emergency and authorized the use of the building located at 901 W. 9 Street, Pueblo,
CO 81003 as a temporary overnight warming shelter. On December 10, 2018, by Resolution No.

14116, the City Council approved a five (5) month lease of the building located at 901 W. 9
Street, Pueblo, CO 81003 for use as a temporary overnight warming shelter.
BACKGROUND:
Homelessness remains a chronic problem in the community. A community commission is needed
to focus attention on this problem and to recommend to the mayor and city council practical
remedies for its alleviation. A permanent overnight sheltering place for homeless adults in the City
of Pueblo does not currently exist and extreme cold night temperatures pose significant dangers
to the health and welfare of the City’s homeless persons. The acquisition of an overnight
sheltering place to be used by the City’s homeless population during the cold weather months is
necessary.
FINANCIAL IMPLICATIONS:
The creation of the Commission on Homelessness will not result in any out-of-pocket expenses
for the City. The costs of acquiring a permanent overnight sheltering place for homeless adults
are unknown at this time.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
If this Resolution is not approved, the process of studying the possible acquisition of an overnight
sheltering place to be used by the City’s homeless population during the cold weather months will
not be undertaken.
RECOMMENDATION:
Approve the Resolution.
